House Intel Chair: CIA Has Misled Us for Years

    Democrats are accusing senior CIA officials of repeatedly misleading Congress, but Republicans say the allegations are just political maneuvering to protect House Speaker Nancy Pelosi.

    The accusations come as lawmakers prepare to debate intelligence legislation - a bill President Barack Obama has threatened to veto.

    Letters by the chairman of the House Intelligence Committee and other members of the panel say CIA Director Leon Panetta told Congress last month that senior CIA officials have concealed significant actions and misled lawmakers repeatedly since 2001.

    Exactly what actions Panetta disclosed to the House Intelligence Committee on June 24 is unclear, but committee Chairman Silvestre Reyes, D-Texas, said the CIA outright lied in one case.

    "These notifications have led me to conclude that this committee has been misled, has not been provided full and complete notifications, and (in at least one case) was affirmatively lied to," Reyes wrote to Michigan Rep. Peter Hoekstra, the committee's senior Republican. A copy of his letter was obtained by The Associated Press.

    Reyes said in the letter that he is considering opening a full investigation.

    Hoekstra on Thursday called Reyes' letter "one of the most bizarre episodes in politics that I've seen in my time here in Washington."

    "It looks like they're working on the political equation," Hoekstra said on CBS'"The Early Show.""They're not trying to foster a bipartisan consensus on national security."

    Panetta brought the matters to the committee's attention, CIA spokesman George Little said Wednesday.

    "It is not the policy or practice of the CIA to mislead Congress. This agency and this director believe it is vital to keep the Congress fully and currently informed. Director Panetta's actions back that up," Little said. "It was the CIA itself that took the initiative to notify the oversight committees."

    Seven Democratic members of the House Intelligence Committee sent a letter to Panetta on June 26 asking that in light of his disclosure he revise a statement he made in May to CIA employees that it was not CIA policy or practice to mislead Congress.

    The cryptic letter and CIA statement came on the eve of a House debate on an intelligence bill. The debate is expected to revive a partisan argument that has raged on and off for months about whether Pelosi knew in the fall of 2002 about the CIA's use of waterboarding weeks earlier.

    Waterboarding, which simulates drowning, is an interrogation technique the CIA used on three prisoners in 2002 and 2003. Obama has called waterboarding torture.

    Much of the debate on the House intelligence bill is expected to be diverted into a discussion of what Pelosi knew about the CIA's harsh interrogation program and why, if she was briefed on it, she didn't formally object to it.

    Republicans on the Intelligence Committee say the letters and Obama's threat to veto the legislation are cover-up attempts on behalf of Pelosi and what she knew and didn't do about "enhanced interrogation."

    "The blatantly political nature of the Democrats' letters is revealed by their handling," said Jamal Ware, spokesman for Republicans on the committee, in a statement late Wednesday.

    Pelosi told reporters in May she had not been informed that waterboarding had been used against terrorism suspects, even though it had been. When asked whether she was accusing the CIA of lying to her, she said, "Yes."

    The CIA sent lawmakers a chart in May describing the 40 congressional briefings it gave on the interrogation techniques. But that document was found to include several errors, leaving in question exactly what Pelosi was told.

    House Republicans oppose at least one provision in the intelligence authorization bill, and they have an unusual ally: the White House.

    Obama's aides have said they will recommend he veto the bill if it includes a Democratic-written provision requiring the president to notify the intelligence committees in their entirety about covert CIA activities.

    Under current law, the president is only obligated to notify the top Democratic and Republican leaders of the House and Senate and the senior Democratic and Republican members on each chamber's Intelligence Committee.

What has the CIA done, ever,

What has the CIA done, ever, that was any good? It is a serious question. They say they cannot capitalize on the good things they do, as that would limit their future effectiveness. But I can't think of one thing achieved by the agency that didn't have disasterous long term "blow-back." So whatever changes--such as notification about CIA activities--are in the works, sound like good ideas.

Pamela Hes works in collaboration with the CIA in her misuse of language. What would be the difference, say,between "simulated" drowning and "real" drowning? I suppose it would mean that real drowning happens in lakes, rivers, oceans or in swimming pools & bathtubs, while simulated drowning happens at GITMO or in a room? Factoid: you are either drowning or you are not. It cannot be simulated, except in the movies. Also, drowning does not fulfill its meaning as a word only when one dies. There is a GRADUAL PROCESS of drowning. Pam is calling this interim period of actual, gradual drowning "simulated drowning" because she can hide behind the fact that no one has died or, even better, the term "simulated drowning" is spoken from the VIEWPOINT of the one who inflicts the drowning process. The phenomenological term, or the one proceeding from the only source that is capable of assessing whether and to what extent drowning has occurred, is the person who drowns. So, what in fact this writer is stating is the intention of the CIA, of the "drowner," to simply (to intend to) not kill the subject (perhaps). You are drowning when water fills your lungs: PERIOD. Stop playing games and tell it like it is. As a writer, you are personally responsible for every word you use - you, as a creator of meaning in your article.

The world really has gone

The world really has gone topsy-turvy here. The Republicans started torturing people as soon as the illegitimate 'administration' took over, instead of outsourcing torture as previous administrations had done, and as the Obama administration does now. The Democratic hierarchy was briefed on the new foreign policy of torture and uttered not one word in opposition. Now the gop is trying to deflect the question of who ordered these crimes to a 'what did Pelosi know and when did she know it' question. As usual, the far right minority gets to set terms of the debate, so we don't have to trouble ourselves with those pesky questions about who authorized war crimes. Meanwhile, the new administration wants to keep covert CIA actions secret from the relevant congressional committees. There is not nearly as much difference between Mr. Obama and his predecessors as I had hoped. I was a sucker.

What else do you all expect from the CIA, or any 'intelligence agency'. They're SPYs! Lying is what they do! Is America so dumbed-down that they've forgotten how to think? Are you kidding?

When the director of the CIA

When the director of the CIA tells Congress that the CIA has been misleading Congress for years, since 2001, and possibly before, an investigation should be without question, it is appalling that any member of Congress, much less the House Intelligence Committee Chairman Silvestre Reyes (D-TX) would have to think about whether or not to call an investigation, when the CIA Director states for fact that misleading has been going on for years; the Director of the CIA would have no reason to make such a claim other than truth and his word should be taken for truth. A thorough investigation must be called right away to find out just how misled the Congress has been, and I suspect other organizations of government have also been misleading Congress.

Nobody mislead anybody without cinsensus. The Senate is full of people who do not read, analyze or review bills and reports presented for their perusal. They spend so much time enlarging their pockets and negotiating sweet deals. They hardly has time to do their true job. They have nothimg to complain until they assume their job. They just became a branch of the Executive. Why should anybody feel any obl;igation to report, given this situation?

Of course the CIA lied to the Congress. The purpose of secrecy in the CIA and other intelligence agencies is to conceal from the people of the Unites States the actions they are carrying out. When they can’t entirely conceal those actions, they deceive and mislead the people of the United States, including the Congress, about them. Does anyone think the victims of torture are unaware that they are being tortured? Or who is doing the torturing? Or when it happened? Does anyone think that the victims of covert actions in foreign countries are unaware that they are being sabotaged? Or that they don't know who is behind the sabotage? Secrecy and lying are the domestic stock in trade of the CIA and the other intelligence agencies. They lie and conceal their actions to prevent any real discussion of the actions of the US government in the political process. You can’t run an empire with 535 members of Congress blabbing publicly about the dirty tricks you’re pulling overseas. You can’t overthrow foreign democratic governments to install obedient dictatorships with those same 535 Congressmen and Senators talking about it on the public record, getting it onto the front pages of the newspapers. Of course the CIA lied to the Congress. It's what they do.

Just as Bush politicized

Just as Bush politicized Justice he also politicized Intelligence. Pinetta is trying to save the CIA for the long haul so he denies it was politicized. The Repubs regard any mention of Bush's crimes as "divisive." It's like a comedy in an asylum.

In yet another betrayal of his supporters and the people of the country, Obama has told us he doesn't want to look back, only forward (digression: should the state of California have declined to prosecute Charlie Manson on this same ground?). Add it to the list of "known

Add it to the list of "known knowns" which on another (planet?) would be dealt with and criminals prosecuted, but in our dying world (empire US of A) will be brushed aside to make way for more and more and more and more... One difference between "then" and "now" is that all the needed info is out there and available to prosecute, and still nothing is resolved as long as it's committed on the elite level. Next step is nonchalant admittance of high crimes by the elite criminals, backed by a continued reluctance to prosecute as long as you are part of the power/monied elite. (sort of already there in many ways) Crime however will be prosecuted sensationally and dramatically on the lower levels for elite entertainment and further distraction for the "little people". (of course it will be a FOX exclusive) Sounds futuristic/sci-fi? Looks pretty contemporary from my house.

So the CIA has mislead us AGAIN. What are YOU (as representatives of the angry populace that put you in office) going to do about it? I'll give you a hint. You have two choices: 1) NOTHING (which is what I expect), or 2) Stand up to the GOP and the CIA and take the heat from faux news. Can you handle it? Selecting one small aspect of a large important controversy, then nit-picking it to death, is a pretty good way to distract our attention away from the "big picture". Thanks to the ever-expanding electronic media, our attention span is almost nil, compared to what it was when print was our main source of news and information. Pres. Obama has refused to

Pres. Obama has refused to prosecute the previous administration's criminal actors. He refused to allow any advocates of universal health care to take part in congressional hearings. Doctors and nurses advocating for universal health care were thrown out of the committee meeting, (having never been invited). He dropped "universal health care" from his vocabulary with disheartening swiftness. He has threatened first term congress critters with retaliation if they object to his continuation of the war profiteering: another promise gone fecal. He turned over our money to the men who created this recession/depression, thus depriving us of funds for the very needs he promised to fulfill. And the environment has taken a hit with his allowance of killer mining practices. He promised us reform yet remains as liberal as reagan. He says he wants to work with the repugs, although they refused to include dems when they had control and are now fighting every reform of their madness. I will not vote democrat again.

However Jimmy Carter & RFK who wanted to change this both suffered from lapses in security, one fatally, so Obama probably wants to be pretty careful with this one. It absolutely is the policy and practice of the CIA to mislead Congress and everyone else. The problem is that they don't just mislead with regard to "national security" initiatives but have all sorts of power hungry, near psychopathic employees who run their little "side" operations, or who start up their own quasi intelligence group using their network of guys/gals who are or who were in the agency. There is no agency, save the FBI, that has earned the contempt of the American public, and peoples around the world, like the CIA. They have been wholly without supervision. Congress needs to keep it's grown up panties on and deal with this! These guys sow hatred (and poppies for heroine) and that makes us all unsafe.
