"Sensitive" Oil Industry Memo Lays Out Plan For Astroturf Rallies Against Climate Change Bill

    A leaked memo sent by an oil industry group reveals a plan to create astroturf rallies at which industry employees posing as "citizens" will urge Congress to oppose climate change legislation.

    The memo - sent by the American Petroleum Institute and obtained by Greenpeace, which sent it to reporters - urges oil companies to recruit their employees for events that will "put a human face on the impacts of unsound energy policy," and will urge senators to "avoid the mistakes embodied in the House climate bill."

    API tells TPMmuckraker that the campaign is being funded by a coalition of corporate and conservative groups that includes the anti-health-care-reform group 60 Plus, FreedomWorks, and Grover Norquist's Americans For Tax Reform.

    The memo, signed by API president Jack Gerard, asks recipients to give API "the name of one central coordinator for your company's involvement in the rallies."

    And it warns: "Please treat this information as sensitive ... we don't want critics to know our game plan."

    Aside from the astroturf nature of the planned events, which appear aimed at passing off industry employees as independent citizens, the memo also raises questions about the positions of several major oil companies on the issue of climate change. BP and Shell both are members of API, and also of the U.S. Climate Action Partnership, a coalition of groups that supports Waxman-Markey, the very climate change legislation the memo criticizes.

    API has spent over $3 million lobbying against that bill this year.

    Bill Bush, a spokesman for API, told TPMmuckraker that there's no deception involved with the rallies. "I don't think anyone's hiding the ball about this," he said. "I don't think anyone's trying to suggest that this doesn't have anything to do with the oil and gas industry."

    He described the campaign as preliminary. "A good bit is still in the planning stages," he said.

    In a letter to Gerard, Greenpeace has called on API to reveal the member companies funding the astroturf effort.

    A Greenpeace spokesman declared in a statement to reporters:

The question is, will BP and Shell continue to hand out millions to the API after this? If these companies want us to believe that they are serious about legislation to reduce climate emissions, it's time for them to pull funding from lobby groups who use underhand tactics to create a false impression of voter concern over Waxman-Markey.

    Bush said he's not aware of any planned response to Greenpeace. And he said the campaign is being funded by members of the "Energy Citizens" alliance - a coalition of corporate and conservative groups that 60 Plus, FreedomWorks, Americans For Tax Reform, the American Conservative Union, and the National Taxpayers Union.

    A Washington lobbying group has already been caught sending forged letters, on behalf of a coal industry organization, purporting to come from local minority groups and urging lawmakers to oppose the climate change bill.

    A congressional inquiry into the matter is ongoing.

    Late Update: Shell Oil Company, which is a member both of the anti-Waxman-Markey API, and of the pro-Waxman-Markey USCAP, says it won't be involved in the rallies. A spokesman sent TPMmuckraker the following statement:

Shell's position is not aligned with the consensus opinion of the API on Waxman-Markey, therefore Shell will not participate in the rallies.

Of course they're doing this. I STILL HAVEN'T HEARD ANYTHING IN THE MSM ABOUT THE INSURANCE INDUSTRY DOING THE SAME THING. Even though "sensitive" memos to that effect were leaked out weeks ago. These attacks on OUR PRESIDENT are not going to go away. These people thinking questioning the absolute authority of a republican president is the same as threatening the life of a Democrat. These attacks are all coming from the same people who shouted death threats against OUR PRESIDENT at palin rallies. Until we call these terrorists out and begin arresting people with the same disdain baby bush did, we can expect this to continue until, ONE WAY OR ANOTHER, our voice is silenced.

So this is what it's come to. Threats of violence, incivility, lack of discourse and absence of true debate in the face of screaming, shouting from "set up" mobs. Thuggery at its finest. And now more of the same staged events, a la modern "tea parties". The right wing is really good at this -- controlling and manipulating the message through whisper campaigns and innuendo. We thought we saw daylight when the real fascist movement (you know - the ones who *really* trampled over the Constitution) was voted out of office, but they are masters of deceit and misinformation. This latest doesn't surprise me at all. Democrats are missing the boat in this -- we should just take a page from the Bushies and make the so-called "town hall meetings" invitation only with a loyalty oath included for good measure.

Has anybody noticed that this summer is the coolest in generations, or that the Arctic ice cap grew by 20% last winter? Do a search under GLOBAL COOLING and read about the data from NOAA, and from NASA which clearly show that the earth has been cooling for the past three years. Cap and Trade is simply a stealth tax on everyone. and a new big profit center for Wall Street where the trading will be done. They are even planning derivative trades based on Carbon Trading according to Bloomberg.

It is ominous for articles such as this to imply that those on the right who organize themselves aren't really "citizens", they're only posing as such. According to a July poll, 42% of Americans oppose cap and trade and only 23% support it, so doing the math, it would appear that oil company employees are not the only ones opposed to cap and trade.

the point is... if API wants to oppose this... let THEM oppose it... as API... what the article shows... is a highly organized and well funded lobbying organization... using "false cover" to advance it's agenda... no one is saying individual citizens can't express their opinion... "consider the source" is an important part of any critical debate... years ago... AT&T bused hundreds of employees to Constitution Hall for a huge rally against the 1996 Telecom Act... but it was all out front and center... employees were bused from 100's of miles... got paid for that day... and a box lunch... then were organixed in groups to visit congressinal offices led by very organized lobbyists...not orchestrated to be a "spontaneous showing by concerned employees"... here... API seems to want to present a "genuine" "human face" to this... by organizing individual concerns... character: what one does when no one else is watching. i personally disagree with "cap and trade"... no one will "cap" anything... and the traders will "trade" the economy into another frenzied bubble... instead of dealing with the longer view that carbon based polluting is unsustainable in the long run... economically... healthwise... environmentally... even if there is no global warming... the pollution will kille the planet otherwise within 100 years... your grandkids... instead of dealing with the longer view... we pull out the old free market... financial innovation... corporatist make a short term profit mentality...

The people who don't "believe" in global warming are generally the same ones who believe that the health care bill establishes death panels and that Obama was not born in this country. I'm not talking about people who have reasonable doubts about global warming, or even those who admit they are confused or don’t understand the subject. I’m talking about the people who accept the propaganda on faith, without investigating or even thinking about it. I'm talking about the people who will attend these rallies. I’m talking about the people who post comments with ignorant and baseless comments. I’m talking about those who repeat “facts” that they get from global warming denying sites and who never question the validity of the “information” on those sites. Just like the birthers, the deathers, and the teabaggers, they accept whatever “their side” says on faith, without thinking about it, much less doing any investigating. They have even infiltrated truthout. We must fight this ignorance, because we are fighting not just for truth, but for our survival.
