Let the Rich Bail Them Out

The Senate approved a $700 billion Wall Street bailout. Senator Bernie Sanders voted against the bill that would put Wall Street's burden on the backs of the American middle class. "The bailout package is far better than the absurd proposal originally presented to us by the Bush administration, but is still short of where we should be," Sanders said. "If a bailout is needed, if taxpayer money must be placed at risk, if we are going to bail out Wall Street, it should be those people who have caused the problem, those people who have benefited from President Bush's tax breaks for millionaires and billionaires, those people who have taken advantage of deregulation who should pick up the tab, not ordinary working people."

    Sanders proposed a five-year, 10 percent surtax on families with incomes of more than $1 million a year and individuals earning over $500,00 to raise $300 billion to help bankroll the bailout. Senators, however, set aside the amendment on a voice vote.

    In a Senate floor speech, Sanders elaborated on the bailout bill's flaws:

    This country faces many serious problems in the financial market, in the stock market, in our economy. We must act, but we must act in a way that improves the situation. We can do better than the legislation now before Congress.

    This bill does not effectively address the issue of what the taxpayers of our country will actually own after they invest hundreds of billions of dollars in toxic assets. This bill does not effectively address the issue of oversight because the oversight board members have all been handpicked by the Bush administration. This bill does not effectively deal with the issue of foreclosures and addressing that very serious issue, which is impacting millions of low- and moderate-income Americans in the aggressive, effective way that we should be. This bill does not effectively deal with the issue of executive compensation and golden parachutes. Under this bill, the CEOs and the Wall Street insiders will still, with a little bit of imagination, continue to make out like bandits.

    This bill does not deal at all with how we got into this crisis in the first place and the need to undo the deregulatory fervor which created trillions of dollars in complicated and unregulated financial instruments such as credit default swaps and hedge funds. This bill does not address the issue that has taken us to where we are today: the concept of too big to fail. In fact, within the last several weeks, we have sat idly by and watched gigantic financial institutions like the Bank of America swallow up other gigantic financial institutions like Countrywide and Merrill Lynch. Well, who is going to bail out the Bank of America if it begins to fail? There is not one word about the issue of too big to fail in this legislation at a time when that problem is in fact becoming even more serious.

    This bill does not deal with the absurdity of having the fox guarding the hen house. Maybe I'm the only person in America who thinks so, but I have a hard time understanding why we are giving $700 billion to the secretary of the Treasury, the former CEO of Goldman Sachs, who along with other financial institutions, actually got us into this problem. Now, maybe I'm the only person in America who thinks that's a little bit weird, but that is what I think.

    This bill does not address the major economic crisis we face: growing unemployment, low wages, the need to create decent-paying jobs, rebuilding our infrastructure and moving us to energy efficiency and sustainable energy.

    There is one issue that is even more profound and more basic than everything else that I have mentioned, and that is if a bailout is needed, if taxpayer money must be placed at risk, whose money should it be? In other words, who should be paying for this bailout, which has been caused by the greed and recklessness of Wall Street operatives who have made billions in recent years?

    The American people are bitter. They are angry and they are confused. Over the last seven and a half years, since George W. Bush has been president, 6 million Americans have slipped out of the middle class and are in poverty, and today working families are lining up at emergency food shelves in order to get the food they need to feed their families. Since President Bush has been in office, median family income for working-age families has declined by over $2,000. More than seven million Americans have lost their health insurance. Over four million have lost their pensions. Consumer debt has more than doubled. And foreclosures are the highest on record. Meanwhile, the cost of energy, food, health care, college, and other basic necessities has soared.

    While the middle class has declined under President Bush's reckless economic policies, the people on top have never had it so good. For the first seven years of Bush's tenure, the wealthiest 400 individuals in our country saw a $670 billion increase in their wealth and, at the end of 2007, owned over $1.5 trillion in wealth. That is just 400 families, a $670 billion increase in wealth since Bush has been in office.

    In our country today, we have the most unequal distribution of income and wealth of any major country on earth, with the top 1 percent earning more income than the bottom 50 percent and the top 1 percent owning more wealth than the bottom 90 percent. We are living at a time when we have seen a massive transfer of wealth from the middle class to the very wealthiest people in this country, when, among others, CEOs of Wall Street firms received unbelievable amounts in bonuses, including $39 billion in bonuses in the year 2007 alone for just the five major investment houses. We have seen the incredible greed of the financial services industry manifested in the hundreds of millions of dollars they have spent on campaign contributions and lobbyists in order to deregulate their industry, so that hedge funds and other unregulated financial institutions could flourish. We have seen them play with trillions and trillions of dollars in esoteric financial instruments, in unregulated industries, which no more than a handful of people even understand. We have seen the financial services industry charge 30 percent interest rates on credit card loans and tack on outrageous late fees and other costs to unsuspecting customers. We have seen them engaged in despicable predatory lending practices, taking advantage of the vulnerable and the uneducated. We have seen them send out billions of deceptive solicitations to almost every mailbox in America.

    Most importantly, we have seen the financial services industry lure people into mortgages they could not afford to pay, which is one of the basic reasons why we are here tonight.

    In the midst of all of this, we have a bailout package which says to the middle class that you are being asked to place at risk $700 billion, which is $2,200 for every man, woman and child in this country. You're being asked to do that in order to undo the damage caused by this excessive Wall Street greed. In other words, the "Masters of the Universe," those brilliant Wall Street insiders who have made more money than the average American can even dream of, have brought our financial system to the brink of collapse. Now, as the American and world financial systems teeter on the edge of a meltdown, these multimillionaires are demanding that the middle class, which has already suffered under Bush's disastrous economic policies, pick up the pieces that they broke. That is wrong, and that is something that I will not support.

    If we are going to bail out Wall Street, it should be those people who have caused the problem, those people who have benefited from Bush's tax breaks for millionaires and billionaires, those people who have taken advantage of deregulation, those people are the people who should pick up the tab, and not ordinary working people. I introduced an amendment which gave the Senate a very clear choice. We can pay for this bailout of Wall Street by asking people all across this country, small businesses on Main Street, homeowners on Maple Street, elderly couples on Oak Street, college students on Campus Avenue, working families on Sunrise Lane, we can ask them to pay for this bailout. That is one way we can go. Or, we can ask the people who have gained the most from the spasm of greed, the people whose incomes have been soaring under President Bush, to pick up the tab.

    I proposed to raise the tax rate on any individual earning $500,000 a year or more or any family earning $1 million a year or more by 10 percent. That increase in the tax rate, from 35 percent to 45 percent, would raise more than $300 billion in the next five years, almost half the cost of the bailout. If what all the supporters of this legislation say is correct, that the government will get back some of its money when the market calms down and the government sells some of the assets it has purchased; then, $300 billion should be sufficient to make sure that 99.7 percent of taxpayers do not have to pay one nickel for this bailout.

    Most of my constituents did not earn a $38 million bonus in 2005 or make over $100 million in total compensation in three years, as did Henry Paulson, the current secretary of the Treasury, and former CEO of Goldman Sachs. Most of my constituents did not make $354 million in total compensation over the past five years as did Richard Fuld of Lehman Brothers. Most of my constituents did not cash out $60 million in stock after a $29 billion bailout for Bear Stearns, after that failing company was bought out by J.P. Morgan Chase. Most of my constituents did not get a $161 million severance package as E. Stanley O'Neill, former CEO Merrill Lynch did.

    Last week, I placed on my web site a letter to Secretary Paulson in support of my amendment. It said that it should be those people best able to pay for this bailout, those people who have made out like bandits in recent years - they should be asked to pay for this bailout. It should not be the middle class. To my amazement, some 48,000 people cosigned this petition, and the names keep coming in. The message is very simple: "We had nothing to do with causing this bailout. We are already under economic duress. Go to those people who have made out like bandits. Go to those people who have caused this crisis and ask them to pay for the bailout."

    The time has come to assure our constituents in Vermont and all over this country that we are listening and understand their anger and their frustration. The time has come to say that we have the courage to stand up to all of the powerful financial institution lobbyists, who are running amok all over the Capitol building, from the Chamber of Commerce to the American Bankers Association, to the Business Roundtable, all of these groups who make huge campaign contributions, spend all kinds of money on lobbyists - they're here loud and clear. They don't want to pay for this bailout; they want middle America to pay for it.

How refreshing to hear the genuine, true voice of noble character! Pay close attention to the sales job — better snow job — the U.S. Senate is pushing on Americans. Suddenly, this isn’t about burying toxic waste in the U.S. Treasury, and decontaminating Wall St. balance sheets. It is no longer about removing the excrement of greed-doped speculators or rectifying unintended consequences or removing the decaying remains of the latest inventions of the magi of high finance. Suddenly, this is about protecting innocent grandmas and family farmers. The spin-doctors have marshaled all their resources, brought out the hired guns. Now even respectable lobbying firms are championing the cause, and preaching the wisdom of saving the U.S. taxpayers from ourselves. Suddenly, U.S. taxpayers have come to their senses, the tides of opinion have dramatically shifted and we are all running scared, praying for the Senators to hear the anguished cries of “ordinary” American and demanding $700,000,000,000 more dollars be added to our national debt. The only thing I will add is to call this what it really is: GRAND LARCENY! When there are unregulated industries that manage money under so called policies that only a hand full of people, the ones benefitting(known as stealing) understand what is going on, then that is GRAND LARCENY aka the old flimflam game, fraud. This is so illegal that law enforcement should be able to go in with the arrest warrants now and take these people to jail. Except the law enforcement are more beholding to the rich than what is right. This is another aspect of any kind of 'bailout' that needs serious consideration written into it. And you were merciful not to mention the only budget item McCain said he would not freeze... the military and all it's private contracts ... which added a trillion to our unsustainable debt and fast counting. This speech should have been aired as a "breaking news" item on every major TV and radio station, so that the public could see that somebody in office really cares about the people of this country. When the Demo(scaredy)crats took the House and beat the death out of the phrase "the American people have spoken...", I was hopeful that there would be some progressive reduction in the administrations ability to blitzkrieg anything at any time. Why doesn't anyone mention the "f" word: fascism. The Paulson plan, and the bill the Senate passed, legalizes Mussolini-style fascism in America. It's as simple and as destructive as that. I have never agreed with Elisabeth Dole about anything, but I agree with everything she says in the statement on her website about the bailout including: "it violates every principle of American capitalism and free enterprise". I agree with Sen. Bernie Sanders. The capitalists who caused the mess should clean up the mess. They have the money to collectively handle the situation outright, but should they not want to just pay the $700 Billion outright, they can borrow the money from the taxpayers. Should the corrupt wealthy capitalists be actually concerned about their losses and what they have done to the country; instead of just taking advantage of the FREE MONEY from the populous taxpayers, then they should provide for loans using their own legitimate capital assets, as collateral to cover their loans, and borrow the money legitimately from the taxpayers; and risk losing their capital assets, if they default on their loans to the taxpayers, if the taxpayers are expected to take over their losses, so that the taxpayers can actually receive interest and income from their loans, which would actually help sure up the national debt and help the home owners. This IS the only way any money should be loaned to the Wall Street capitalists; any other way will only make the rich -- richer and the poor -- poorer, making the economy worse for the average citizen, the populous, the 70% common population, If the Wall Street capitalists do not want to legitimately borrow the money to rescue themselves; then they should be considered crooks, apprehended and put in jail for an extortion process through the abuse of authority to scare the taxpayers into giving them the larger part of a TRILLION DOLLARS without any specified justified cause -- hiding behind closed doors to keep the taxpayers from knowing just how corrupt their corruption really is. The corrupt capitalists must be willing to handle their problem on their own by using their own capital assets.. They can mortgage their assets and borrow the money, there is no justified cause why not. Fooling the taxpayers to get FREE MONEY is extortion. These corrupt culprit capitalist must put everything they own in hock to the taxpayers, and borrow the money from the taxpayers, because there must not be any FREE GIVE AWAY of taxpayer monies; therefore, when the culprit capitalists put themselves in hock for the corruption that they have done themselves to our country and its citizens, they will reap a just reward for their dastardly deeds, by paying interest which can go to help the housing situation. The corrupt capitalists did it, the corrupt capitalists should pay legitimate interest on a legitimate loan to the taxpayers, which will remedy the situation.. We must not let the culprit capitalists go unscathed; and the only way is to make the culprit capitalists pay is for them to borrow the money from the taxpayers, or go to jail for extortion. If U. S. loans made to the private sector based upon their legitimate private assets, not worthless assets, are not paid, the private sector must lose their legitimate private assets, if they default on their loans the people have made to them, their assets must be sold in the appropriate market in the same way as loans to individual consumers are handled. All this money must go back into the public coffer from which it came, not into private enterprise's pockets. The private sector will not be responsible any other way.

Senator Sanders, I was lucky to turn on C-Span and see you speak. As long as I can remember, you have been a great statesman. You've always been honest, truthful, and supportive of the people. I've always admired and respected your integrity, morality and ethics. Thank you from my heart for always being on the right side.

I wish all Democrats were

It is becoming more difficult with each passing day to determine where government ends and corporate oligarchic control begins. A roll call vote on Senator Sanders' amendment would have been most revealing. The corporatist cowards are loathe to be called out and otherwise held accountable. . This guy should be running

This guy should be running for President-I have not seen this type of fair & honest leadership from either of the candidates. The best part is there is no mention of DEM VS/ REPUB...just a focus on the solution that is best for the average AMERICAN. We need to understand that if we are to retain any semblance of the republic as we know it, we MUST STOP THINKING OF OURSELVES AS ANYTHING OTHER THAN AMERICANs! I don't understand why the taxpayers have not taken to the streets EN MASS to STOP this insanity. The 70% majority populous population are the majority population and the majority population can rule if the majority population will ever wake up to not being pushed around by rich bullies in this way. I was proud of the House when they stood up to the bailout last week, now hopefully they will stand up again, because there is NO WAY the populous taxpayer will ever get anything but a headache and a heartbreak out of this CONSERVATIVE RIGHT WING MOVEMENT'S DEAL.

Unfortunately the notion

Unfortunately the notion that the superrich control only a vast minority of votes, although intuitively reasonable, is incorrect. The superrich influence not only their own votes, but those of the stupid people in the country as well. The stupid people in the country are the overwhelming majority of voters. They will vote for congressmen and senators who support the superrich instead of supporting their own best interests almost every time. This phenomenon has puzzled me for some time, but I think that I may finally have stumbled upon the reason for it. This was first articulated back when the architecture for this country was being set up as were many profoundly insightful ideas. The relevant quote, attributed to John Dickinson, in a statement addressed to John Hancock in 1776, is, "You forget that most men with nothing would rather protect the possibility of becoming rich than face the reality of being poor." I believe that this rather profound psychological insight explains, among other things, why poor and ignorant people buy so many lottery tickets, and actually think about what they will do with the money if they win.

Bernie could not be like "other Democrats." No more than I. I'm a non-partisan voter (here in California we have more "open primaries" that allow independents to vote in the primaries); have voted for both Dems or Repubs in my lifetime (78) and have literally 'screwed' every time! Paul Wellstone was the other "good pol" and he's gone.... This bill is outrageous in its concept. Bernie is right. Those in charge of the "cure" (??) are the ones that caused the problems.....There is enough blame to go around for both major parties.... As long as we are dominated by two parties we will go down like the Roman Empire....thru greed, plunder and self-destruction. This bill started out as a "3 pager" for a DEMAND of 700Billion or, "The Sky Will Surely Fall!" The audacity of this administration to keep threatening Americans with more fear, and to get away with this is appalling! We need, more parties to be able to participate in our elections (Just think how stimulating tonight's or the other (structured) debates could be if we had, Bob Barr, Ralph Nader, Dennis Kucinich, Cynthia McKinney participating???? That's what we need,....not the bull$%^& we will be presented with tonight. Remember when the Women's League of Voters conducted the debates???? Are you old enough? I think they got booted out by big money around the early or mid '80's...now we have two individuals who control the whole shebang along with the major media shills.......One of the principles is either the largest lobbyist or owner of gambling casino's in America....Really. WE have a completely corrupt government and a half-wit in charge of the present one and the Robber Baron's in the behind the scene's for more than two decades...the likes of the Chicago School of Economics Milton Friedman....and his offspring like, Robert Rubin, Larry Lindsay, etc along with others who are now advising both the Obama and McCain campaigns. Thank you Bernie Sanders! You restore our faith in humanity and common sense. The media and government are controlled by corporations; it is hard to know how many of our fellow citizens are asleep from corp-nutrition, corp-media and corp-pharmaceuticals. But, bravo to you! You are a beacon of light.

If the economy is about to crash, those who have the biggest stake, and who've benefited most, in the economy should show America just how important those lines of credit are. Take every corporation listed on the NYSE and NASDAQ, add in every privately held corporation (Cargill, Koch), LLC, LLP, partnership and sole proprietorship whose value is greater than the smallest cap firm on NASDAQ. Add in all individuals whose net worth is greater than the smallest cap on NASDAQ. Put some accountants in a room, and have them come up with the amount every one of these major beneficiaries of the economy have to pony up to save their own bankers Pass a law, seize the money, and it's done.

Who are we kidding here? We need something done now and Bush will guarantee a VETO on forcing the ultra Rich to pay for their own bailout. They should just approve 200 Billion as a bandaid and then wait for the Democrats to take over. Then we can get a good bill that protects Americans and makes the CEO's pay for their own bailout.

I've always observed that most very-well-to-do Republicans are paranoid and greedy with the money they have accumulated--through inheritance, investment, circumvention of the law, or by the actual sweat of their brow. They are ever fearful that some despicable Liberal truly concerned with the less-fortunate segment of society will find a way a way to make them share some small bit of their wealth. Don't count on them in a pinch. In fairness, there also are some Bill Gateses and Warren Buffetts around also--but they seem to be a minority.

If the election were held today (Thursday), then (going by the state-by-state trends at pollster.com), Obama would win, 329-205 (with New Hampshire tied). And things are only going to get better for Obama. It is therefore very likely safe to write in Bernie Sanders for President. I'm sticking with Barbara Lee, though, maybe with Bernie for V.P.

McCain proposes naming Warren Buffet or Meg Whitman as Secretary of the Treasury......sort of like asking the fox to protect the henhouse. Obama should appoint Bernie Sanders as Secretary.

I am fascinated that these posters think that it is "fair" to take more from someone to give to someone else. If they do it themselves because it's THEIR'S to give - wonderful! You can celebrate them, love them and believe they are going to heaven. But who are you liberals to TELL people what to do with things they OWN, let alone decide to just TAKE it and use it as you deem fit because YOU think it's "fair". It's NOT YOURS TO GIVE. Just because you are poor and frustrated, don't hate people who are successful! Who are you to judge how they use their money or where they get it (ie: inheritance, hard work, etc.). Why don't you spend more energy and time LEARNING how to make money yourself and then you can give it all away! It is the ultimate act of cowardice. Don't punish people just because you are jealous and bitter. You would trade places with "evil rich Republicans" in a SECOND. You may look down your noses at right wing christians for being judgmental but this is the ULTIMATE act of judgment - why is my choice to keep my money and buy whatever I want with it any different from your decisions to have gay sex or have an abortion????

It is time to take from the

It is time to take from the selfish people with wealth. They are the ones responsible they should pay. Let's get this clear I would take their homes and make sure their children never ever get a job in the USA higher than dishwasher. It is time to get even with the wealthy for their greed and their looting of the USA. Let them go to Dubai with their kind they are traitors. Class warfare? YOU BET CHA.

I currently question our

I currently question our administration. Our government was set up to protect and serve the public. We have regulations already set in place to do just that, and it seems odd to me that no one has stood up when they saw the lending market going downhill years ago. This it not "new" news. Why hasn't our government with all their regulations done something sooner? What stopped them from protecting the public?

They removed the regulations

They removed the regulations in the guise they were making it 'simpler'; as I recall in the '80's, even winning elections that way , when really they were paving the way for the looters to come along and plunder. There was no way on Earth the average Joe could have stopped it, short of going out and getting a business degree- and by then we'd want to join in it. It is mind boggling we have to follow these thieves around like hall monitors, just to live in a Democracy, and now they ask us to pay for it? No.

A commentator on another blog had the great idea: Fight back. Take your money from your bank, leaving only enough there to pay bills, Don't pay your taxes. If we all did this the financial houses and this corrupt government would end tomorrow. If we all did this who would they come after? People in this country don't understand that banks are only required to reserve part of any deposit. Most banks keep 10% and are able to lend your deposit out 9 times. This means a bank creates money out of thin air as $1 in deposit equals $9 lent out. The bank collects the interest on the $9 paying you small interest on your $1. Many risky banks only reserve a 30th of your deposit. I, for one, have already started. Wil you join me?

In response to the anonymous poster of October 5, 4:16 pm, who suggested that we all withdraw our money from the banks so that "the financial houses and this corrupt government would end tomorrow": what exactly do you hope to accomplish by causing every bank in America to fail? Millions of Americans cut off from their life savings? Businesses unable to pay their workers? Massive inflation as cash becomes a scarce commodity? How exactly is any of that supposed to be a good thing?

Can we be proud to call

Can we be proud to call ourselves socialists? You bet. Thanks, Bernie. Someday people in this country will wake up to the fact that they gave their wealth, their political power, the ability to think and analise and their freedom to con men and women. Unfortunately I think people will only wake up when it is too late. I continue to recommend that people watch the movie "V for Vendetta". Another good one is "This is What Democracy Looks Like".
