In Washington, the Revolving Door Is Hazardous to Your Health

    On Tuesday, October 13, the Senate Finance Committee finally is scheduled to vote on its version of health care insurance reform. And therein lies yet another story in the endless saga of money and politics.

    In most polls, the majority of Americans favor a non-profit alternative - like Medicare - that would give the private health industry some competition. So if so many of us, including President Obama himself, want that public option, how come we're not getting one?

    Because the medicine that could cure our health care nightmare has been poisoned from Day One - fatally adulterated, thanks to the infamous, Washington revolving door. Movers and shakers rotate between government and the private sector at a speed so dizzying they forget for whom they're supposed to be working.

    If you've been watching the Senate Finance Committee's markup sessions, maybe you've noticed a woman sitting behind Committee Chairman Max Baucus. Her name is Liz Fowler.

    Fowler used to work for Wellpoint, the largest health insurer in the country. She was its vice president of public policy. Baucus' office failed to mention this in the press release announcing her appointment as senior counsel in February 2008, even though it went on at length about her expertise in "health care policy."

    Now she's working for the very committee with the most power to give her old company and the entire industry exactly what they want - higher profits - and no competition from alternative non-profit coverage that could lower costs and premiums.

    A veteran of the revolving door, Fowler had a previous stint working for Senator Baucus - before her time at Wellpoint. But wait, there's more. The person who was Baucus top health advisor before he brought back Liz Fowler? Her name is Michelle Easton. And why did she leave the staff of the committee? To go to work - surprise - at a firm representing the same company for which Liz Fowler worked - Wellpoint. As a lobbyist.

    You can't tell the players without a scorecard in the old Washington shell game. Lobbyist out, lobbyist in. It's why they always win. They've been plowing this ground for years, but with the broad legislative agenda of the Obama White House - health care, energy, financial reform, the Employee Free Choice Act and more - the soil has never been so fertile.

    The health care industry alone has six lobbyists for every member of Congress and more than 500 of them are former Congressional staff members, according to the Public Accountability Initiative's LittleSis database.

    They want a public option about as much as you want the swine flu, and just to be certain Congress sticks with the program, the industry has been showering megabucks all over Capitol Hill. From the beginning, they wanted to make sure that whatever bill comes out of the Finance Committee puts for-profit insurance companies first - by forcing the uninsured to buy medical policies from them. Money not only talks, it writes the prescriptions.

    In just the last few months, the health care industry has spent $380 million on lobbying, advertising and campaign contributions. And - don't bother holding onto your socks - a million and a half of it went to Finance Committee Chairman Baucus, the man who said he saw "a lot to like" in the two public option amendments proposed by Senators Rockefeller and Schumer, but voted no anyway.

    The people in favor of a public alternative can't scrape up the millions of dollars Baucus has received from the health sector during his political career. In fact, over the last two decades, the current members of the entire finance committee have collected nearly $50 million from the health sector, a long-term investment that's now paying off like a busted slot machine.

    Not that we should be surprised. A century ago, muckraking journalists reported that large corporations and other wealthy interests virtually owned the United States Senate - using bribery, fraud and sometimes blackmail to get their way. Jokes were made about "the Senator from Union Pacific" or "the Senator from Standard Oil."

    One reporter in particular was out to break their grip. His name was David Graham Phillips. One day in 1906, readers of Cosmopolitan Magazine opened its March issue to discover the first of nine articles by Phillips titled, "The Treason of the Senate."

    He wrote, "Treason is a strong word, but not too strong, rather too weak, to characterize the situation which the Senate is the eager, resourceful, indefatigable agent of interests as hostile to the American people as any invading army could be, and vastly more dangerous: interests that manipulate the prosperity produced by all, so that it heaps up riches for the few: interests whose growth and power can only mean the degradation of the people, of the educated into sycophants, of the masses toward serfdom."

    The public outrage provoked by Phillips and other muckrakers contributed to the ratification of the 17th amendment to the Constitution, providing for the direct popular election of senators, who until then were elected by easily bought-off state legislators.

    Of course, like water seeking its own level, big money finds its way around every obstacle, and was soon up to its old tricks, filling the pockets of sympathetic and grateful politicians.

    Today, none dare call it treason. So why not call it what it is - a friendly takeover of government, a leveraged buyout of democracy.

    Outrageous? You bet. But don't just get mad. Get busy.

I'll call it treason, and all but a select handful of congressmen and senators deserve the punishment reserved for traitors to the country, traitors to the people. On the other hand, we, the ignorant masses, continue to vote for these traitors, so perhaps we have the corrupt government that we deserve. If the people don't have the motivation to educate themselves about what's really going on and do something about it, perhaps they don't deserve the liberty being taken away. It's all quite depressing.

Remember when the Mafia bought politicians. What's the difference between what is taking place today at a federal level and what has taken place on a local level? What I'm suggesting is that organized crime is now part of our system of government on a federal level where it is enormously profitable. Organized crime has adapted by changing it's business plan. Treason is a word I have

Treason is a word I have used for many years. There is no other word that so simply and specifically describes what the politicians at all levels of government commit against the best interests of our democracy. Included in the group of treasonous are now the Wall Street crowd and a plethora of corporate executives for whom America's God, money, is the the main if not the only goal of life. Corporate control of

Corporate control of government is much worse than the system instituted by Mussolini where government and corporations were working together as nearly equal partners, but government still dominant. Still, the result that has evolved here in the US is best described with Mussolini's word: Fascism. It's what we are, and what we will remain until a complete collapse resets the cycle. That is, if our advanced technology doesn't just kill us all as a byproduct of the inevitable collapse.

A good start would be to

A good start would be to drop the insurance mandate, the number one thing on the industry wish list. They're all set to raise rates on the over-40 crowd, as a trade-off for accepting those with pre-existing conditions. Certainly we can come up with a better way to help those with pre-existing conditions than to start a massive new Big Brother enforcement mechanism. Use regulation to prevent insurers from dropping anyone who has paid premiums for several months - no more recissions. A mandate without a public option - a very vigorous one - is just a prescription for even higher health care costs.

Thank you again Bill and Michael for your excellent work at uncovering the truth. Indeed there is a shell game being played in Washington along with the easily deployed use of smoke and mirrors. The masters in the art of deception give us fear of "Government takeover of Health Care" as a simple distraction from real "Corporate takeover of Government". Unfortunately, 100 years later, our own noble "David Graham Phillips'" attempts to reveal the real, true story appear to be falling upon the ears of the willful deaf. Must we now chant choruses in support of the 17th Amendment in attempt to open the public's eyes to the revolving door of our history?

Good point BillyDoc; but there is this new term that we can all use which is CORPORATE FASCISM because the U.S. government is now only a CORPORATE PUPPET; the only change will come with public campaign reform plus a Constitutional Amendment: once you are an elected congressman you can never become a lobbyist or a CEO of any corporation in the world and there would be 100% tax on any and all of your income over $1,000,000 for the rest of your life (adjusted to inflation of course); so once you're elected a congressman you are in debt to sociaty and you're signing a lifelong contract; (we can only dream)

They preach democracy in the

They preach democracy in the great land of ours, but they practice oligarchy--rule by the rich! Ever since Shays Rebellion(and that goes back quite a way), the few rich were/are fearful of the many not-so- rich. They (the rich,that is) wrote a constitution that made sure the majority not-so-rich would never run the country. (read Federalist #10 to see how the rich think and what rules they put in place.) Today we see it in spades in the health care debate, as outlined in the article by Moyers and Winship. What is to be done? Hint: The Shays people were on the right path!

It all starts with the campaign finance system, and the Supreme Court is about to knock the knees out from under the last few bits still standing in the way of the complete domination of money over the popular vote. Those who came to power under this system are never going to vote it out, are they?

I agree with those who call

I agree with those who call it treason. If we held these scoundrels up to a jury of MY peers, right here in MY county and not right there in their halls of Congress, I have no doubt that someone who receives that kind of money and votes the way they do - clearly against the pblic interest and maddeningly in favor of the soulless for-profit-only "corporation", would be found beyond a reasonable doubt to be committing treason, even more surely than Blagojevich was selling a Senate seat. I oppose the death penalty, but observe that traitors have received the death penalty for much less harm to humanity.

Corporations have become a

Corporations have become a global oligarchies. The mega-rich have put themselves and each other in positions of political power all over the world. But what to do? The solution must go beyond our own borders β€” it must be global. And it must be legislative in order to insure a lack of violence which comes inevitably when justice is thwarted. But how to initiate the kind of laws necessary worldwide to pull away enough power from corporations to end these oligarchies? Looking ahead we need to be aware of and guarding against the use of corporate military mercenaries such as Blackwater if we plan to enforce such laws. Bill Moyers and Michael Winship encourage us to "get busy". I would be quite willing to do that, but besides joining/starting letter writing campaigns and protest groups, what others things can we average citizens do? Please advise.

Potomac Fever is the only disease that only kills people who do not have it. the health care travesty is an example of how Potomac fever is as much a part of the private sector as the public sector. Maybe everyone except natives of DC should be forced to rotate back to the provinces every 5 years for at least 10 years before being allowed to return to DC , and this includes the corporados, staffers, lobbyists, and congress.

"Treason" is the proper term

"Treason" is the proper term for the conduct of all too many of our so-called Senators and Representatives, as well as many in State legislatures and county commissions and city halls. Accountability, followed by the appropriate legal sanctions, is long overdue. Likewise, "fascism" is the proper term to designate the current state of government in the US and elsewhere in the Western world. I'm curious to learn if perhaps wide-spread water and air pollution has led to an ever-growing incidence in our general population of incurable stupidity, accompanied by terminal ignorance so on display throughout the country with such increasing frequency. How else to explain that we have allowed this sorry state of affairs to come to pass? While I enthusiastically supported and voted for President Obama, and both a first-term Democratic Senator and also a Democratic Congressman, have continued to correspond with them and others on the issues. Since I'm not a $1.5 million+ "contributor" or "bundler bag-man," my input seems to count for nothing. Same for my vote. I think the President's heart and motives are in the right place, and he can't accomplish much without support from the same majority of citizens that elected him. But I'm beginning to think that's not sufficient. We progressives need to focus our anger and dismay on getting rid of the traitors in Congress, and they system that supports them. That will be no small task, given the marginal to non-existent capacity of a large part of the population to think beyond the end of their noses, or the currency in their wallets. So far, Gordon Gekko-types are winning, supported by misguided Elmer Gantry-types and purely evil psychopathic greed-heads running our corporations.

Good piece--I was spitting mad, too--having this fairy-take idea that everything would come together once the people's choice prevailed. But it hasn't really--the Dems are in control. But not really. Big money remains the king. A new voice is speaking out of Orlando, less intellectual than Obama but with a populist tone that will resonate with many. We need more assertive souls like him--the Dems have been too passive. Tell us what else to do--especially those who work full-time? I am a Progressive blogger and sign all petitions I can and write to members of Congress, though in DC we don't have one yet so am not listened to as much as I used to be up north. How could Moyers and Winship

How could Moyers and Winship discuss the government’s swinging door policy without mentioning the last insurance fiasco (Medicare Part D in 2003)? The same law that halted drug price negotiations between Medicare and the pharmaceutical industry and made it illegal to import identical drugs from Canada and Mexico. This has resulted in major drug prices for Medicare being 50 to 60 percent higher than the VA, which does negotiate. The major swinging door participants were Bush’s Medicare boss Tom Scully and then republican majority party congressional representative Billy Tauzin. Tom Scully not only led the administrations negotiations with the drug industry, he threatened to fire Medicare Chief Actuary Richard Foster when he wanted to give congress the real cost of the bill $534 billion instead of the publicized $400 billion before the vote. Tom Scull went on to take a job as a lobbyist for the pharmaceutical industry ten days after Bush signed the bill into law. Billy Tauzin helped push the Medicare Part D thousand-page bill written by lobbyists through congress. After serving out his congressional term, he accepted a $2 million-a-year job as president of PhRMA (Pharmaceutical Research and Manufacturers of America). A number of helpful staff members from various committees also became lobbyists for the pharmaceutical industry. An update to the continuing power of PhRMA, Obama’s closed-door deals with the pharmaceutical industry to not allow negotiating of prices and imports in health care reform legislation in return for not opposing democratic health care reform. A safe bet would be, after the pharmaceutical industry gets its way, they will forget about the deal and finance democratic opponents in 2010. Can you imagine the sweet deals health care reform sellouts like conservative Democratic Senators Baucus and Conrad will be getting from the health insurance industry?

It is time that these traitors see the Silent Majority of us - you know who you are, the ones who say I can't do anything, or I am too busy, or I really don't understand what should be done! Big corporations love big

Big corporations love big government. They can always find a way to corrupt it and gain the advantage. The solution is small government. We need less government interference in health care, not more.

If everyone that listened to the Bill Moyers program, or read this article called the White House @ 202-456-1111, and their representatives in Congress demanding change, they would have to listen. We must act now. Flood the lines to Washington with complaints about what is happening. Call every hour. We can and must do this.

The Senate betrays the

The Senate betrays the public trust, betrays the people's interests who they are suppose to represent, betrays the will of those who voted for them...if that is not treason then what would we call it? Moveon.org should be focusing its efforts to run real Democrats in primaries against all of the corporate Democrats. They should start with Max Bauchus. The idea would be to vote politicians out, and people who would hold fast and not take the money to act against the common good. Of course, that is our problem. In a country of 300 million people, there aren't 535 to be found with this kind of character that the rest are intelligent enough to place into office.

With Medicare for all and privileges for none, we'd have kind of health CARE we need. But right now the health insurance industry is encouraging the "I've got mine and to hell with anyone else" mentality that enable Baucus and Boehner and all the traitors to do their dirty work and get well paid for it.

I am retired and I am sick

I am retired and I am sick of this and very scared for my future since I am just a little one in all of this. I worked 33 years as a teacher and my healthcare only really covers me in one state. They claim that I am covered in all states. Well first I pay a copay of $25, then they will pay 50% of what they think are fair costs. So this is what happened to me...on $100 I paid $25= $75 left. They thought I should have been charged $50 so they paid $25. My monthly premium is over $400 a month and they paid $25 on a $100. I moved out of state and am afraid to drop my insurance but haven't used it in two years, so I've paid a lot with a little return.

Campaign finance would be a

Campaign finance would be a huge step forward, but it wouldn't be enough, because we'd still have the revolving door and the lobbyists hired by corporations. We need an amendment to the Constitution stating that corporations are not people, that only human beings are people and have the rights granted to people by the Constitution and Bill of Rights, including the right to influence in any way who gets elected or how they govern. It's incredible that we should need to state the obvious, much less amend the Constitution in this way, but pro-corporation activist judges decided to give corporations human rights without the responsibilities that humans have, such as being punished for their crimes. As it is now, corporations are an artificial life form, and like the machines in The Matrix, they use humans as their source of power, and they are at war with the humans who see what is happening. Unfortunately, they are winning. Since they don't care about life or the future, they will end up destroying us and themselves too in the end, unless more people wake up and fight them. How will they destroy us? It has started already and it is called Global Warming.

There is a growing movement

There is a growing movement brewing among us folks out here on the fringe that proclaims, "the people have a right to know who our politicians work for." We suggest (just as race car teams wear coveralls displaying the logo of their sponsors) an amendment to the Constitution be introduced that requires all federally elected officials to do likewise while in public. (a) If enacted, the politician would continue to get his money uninterrupted. (Multiple logos would be ok.With the largest logo reserved for the largest contributor). (b) The sponsor would have his name displayed at all public functions, including free television exposure. (c) But most important, we the people would finally know who our elected officials represent. If carefully thought through this idea would put an end to the hypocrisy, and could prove to be a win-win for all of concerned.

If we were a caring nation concerned about our fellow neighbors, we would all gladly support a national health insurance program such as Medicare. Unfortunately, we live in a very selfish country where we clearly see it play out in our capitol.
