Lieberman Pulls the Brakes on the Public Option

Liberal and progressive Democrats were ecstatic yesterday when Senate Majority Leader Harry Reid announced there would be a public option in the Senate version of health care reform legislation. Reid said he was confident that he could hold his caucus together and get the 60 votes needed to clear procedural hurdles in the Senate.

Today all that has changed as Sen. Joe Lieberman (I-Connecticut) has once again bucked the party by announcing that he will support a Republican filibuster unless the public option is removed from the bill.

According to talking points memo, Lieberman told reporters on Tuesday:

"I told Senator Reid that I'm strongly inclined - I haven't totally decided, but I'm strongly inclined - to vote to proceed to the health care debate, even though I don't support the bill that he's bringing together because it's important that we start the debate on health care reform because I want to vote for health care reform this year. But I also told him that if the bill remains what it is now, I will not be able to support a cloture motion before final passage. Therefore, I will try to stop the passage of the bill."

If Lieberman holds through to his threat, the Democrats will need to win the support of at least one Republican in the Senate to bring the bill before the Senate for a final vote. The one GOP senator who has shown support for the Democrats' health care reform effort is Sen. Olympia Snowe (R-Maine). Senator Snowe issued the following statement on Monday:

"I am deeply disappointed with the Majority Leader's decision to include a public option as the focus of the legislation. I still believe that a fallback, safety net plan, to be triggered and available immediately in states where insurance companies fail to offer plans that meet the standards of affordability, could have been the road toward achieving a broader bipartisan consensus in the Senate."

In a meeting with reporters today Sen. Reid defended his decision to include the public option: "I believe that a public option can achieve the goal of bringing meaningful reform to our broken system. It will protect consumers, keep insurers honest and ensure competition. And that's why we intend to include it in the bill that we submitted -- that will be submitted to the Senate."

When asked by a reporter if he believes they have the 60 votes needed to block a filibuster Reid said: "I believe that -- I believe that we will be -- as soon as we get the bill back from CBO and people have a chance to look at it, which we'll have ample time to do that, I believe we clearly will have the support of my caucus to move to this bill and start legislating."

White House Press Secretary Robert Gibbs responded to the news of Lieberman's defection by telling reporters:

I haven't seen the report from Senator Lieberman or why he's saying what he's saying. I think Democrats and Republicans alike will be held accountable by their constituents who want to see health care reform enacted this year. We see it in the polling that you guys do every day that they want the system, as it is now, to be fixed to ensure accessibility for those that don't have it, for cutting costs for those who do, and for important insurance reforms like pre-existing conditions to be addressed. And we know that if that doesn't happen, people say they'll be very disappointed by that, and we think people will make progress to ensure that this gets done.

This is not the first time that the junior senator from Connecticut had angered members of his caucus. Lieberman, now an Independent who caucuses with the Democrats, lost the Democratic primary in 2006 as a result of his strong support for the war in Iraq and other controversial Bush administration policies. The real question here is how long the Democrats will maintain their ties to Lieberman, while he continues to stab them in the back on important legislation.

Democrats should have seen

Democrats should have seen this coming long ago, given Lieberman's past history of twisting in the wind. And the fact that the health and insurance industries and Lieberman have some history as far as contributions. The Democrats should have cut ties with this fraud of a senator in January. Now the constituents have to make sure Lieberman feels the full repercussions of his self-serving agenda. Surely he must have heard from his constituents by now that the majority of them want the Public Option included as one alternative in National Health Care Coverage. The bills that are FINALLY out of the long parade of committees are each so marginal that any reconciliation of them will be difficult and inadequate. Somehow, the good ol' USA is totally paralyzed on matters that serve the population, unable to do what every other "civilized" country does with ease-- provide decent health care. This saga is a competition among marionettes -- all bouncing on their strings at the behest of the overlords of industry, in this case the insurers who hold the people hostage and sell them out (pregnancy is a pre-existing condition, etc.) The refusal to provide a public option, at least for all the millions of uninsured who have no other recourse, is a shameful atrocity. Among other sellouts, with senators like Lieberman, Baucus, Ben Nelson, Landrieu, Bayh, and Blanche Lincoln, we don't need Republicans for the betrayal of the public interest. Yes, I know that most are from extremist districts or right-bound states, but the people who voted them in are being sold out. And Lieberman from Connecticut doesn't even have that excuse.

It's really ironic that the

It's really ironic that the true progressives on health care, the ones who are strongest for single payer, are also opposed to the public option approach, though obviously for radically opposed reasons. There might be a common thread, however, in that both groups, I think, believe that the public option approach embraced by any current bill, will be a monstrous piece of legislation, over 1000 pages of complexities. It's also ironic that fiscal conservatives do not support single payer, which is by far the cheapest and most effective approach to reform. I guess they are only fiscal conservatives when it doesn't hurt corporate profits of the insurance industry etc. They don't see the wasted expense of private insurance, but only government programs. Okay, I'm master of the obvious.

I think the following is true and would like to be corrected if I am wrong: The filibuster law is a law and is not in the Constitution. A historical analysis of filibuster will reveal that progressive causes have suffered most of the time. A majority in the Senate could repeal the filibuster and then pass a healthcare reform bill with 51% of the vote.

By "moderates" I assume they are using the standard AP definition which is anyone who disagrees with 70% of the American electorate. Something to consider...Obama called Joe Lieberman "his mentor" AND campaigned for him in the last election. He and all of the others that are ignoring the wishes of their constitutents on health care will NOT be defeated at the polls until we deal with our corrupt computer voting system. If they all really thought that there was the slightest chance of being voted out of office, they would be climbing all over each other to vote for a public plan. I'm afraid that the fix is and has been in all along.

Be careful what you wish

Be careful what you wish for. What is going to wind up on the President's desk may have a public option, but it will be available only to those who have no insurance or are underinsured. Many of those people will get subsidized by the federal government to pay for their health care. (We can hope that the President crumples it up and puts it in the wastebasket, but he hopes we will be duped, also.) Then, the bill will have provisions that noone will be denied coverage for preexisting conditions, and people who lose their jobs will not lose their health care. Those of us who have health care through our employers will pay more for these "new costs" to the health care cartel. When that happens, the public is going to feel completely duped. This is not what the public is asking for. I think most of the D's in the Senate and House know this but hope we won't notice. Seattle Times, October 27, had a long article today saying that the cartel is just where they wanted to be. They will get millions of new clients (everyone must have health insurance), they can make a deal with the group of people who would be eligible for the public option, and you and I (not as taxpayers, but as health care buyers) will pay that bill as well. If this is the way the scenario will play out, perhaps we will be grateful to Senator L for bowing out. It needs to Medicare for all. Period. (And by the way, private health providers are very involved with Medicare. It does not have to be the end of this industry - just its reformation.)

Until a few years ago, Joe Lieberman was my Senator. Now I live in NYC, so he isn't. But he never really represented me, even when I lived in Connecticut - his public image is carefully, vaguely liberal but his heart is truly as conservative as Dick Cheney's. My former state-mates: please, please, PLEASE give this guy the boot in the next election! He's not an "independent," a la Lowell Weicker; Lowell followed NO party line. Lieberman votes Republican 96% of the time, and Connecticut deserves better.

How about a general strike for a day or two? The people of these United States have every right to expect single payer health care, which the majority clearly want, from the officials that they (the people) elected to represent them. It's obvious that most of these elected officials compete heavily to 'win' a spot at the lobby trough and forget about what they are there for, once they start to feed. Once that starts, they join with their zookeepers in spending all their energy bamboozling folks on what is truly in their interest, vs some faith based ideology, which is truly not. Divide, bamboozle, & conquer. I think most americans are a little too comfortable, and no longer have the cojones for a real committed protest. I strongly agree with the following comments: "We don't just need a public option. We need a single payer system." That's a no-brainer. Privatized monopoly power is anti-democratic... Then: "60 votes aren't needed. Reid needs to grow a pair and do the reconciliation."... and "Let 'em filibuster!" YES. Lieberman and Snowe and their votes are not the issue in a democracy, right. They are not the sovereign power of this country, no? How absurd that we would swallow the excuse that no meaningful legislation can be passed without 60 votes to override a filibuster. What's to be afraid of? Let them filibuster! Let the media report every day how those assholes are blocking the will of the US people whom they are supposed to represent. Let's see names and faces in the press every day so we can all be clear. They, the Senate Republicans, used reconciliation to give tax cuts and the opportunity for prosperity and long term fiscal responsibility. They did it with the very parliamentary maneuver they will scream bloody murder if the Democrats use it. We have nothing to fear from these hypocrites. After all, who should be more proud? The ones who used reconciliation to try and save this country by controlling the growth of runaway health care or the ones who used it to give the hope, opportunities and dreams of America's next generations to the wealthiest 5% to gorge themselves?
