President Nicolas Sarkozy of France joined Russia in condemning the Pentagon's plans to install missile defence bases in central Europe yesterday and backed President Dmitri Medvedev's previously ignored calls for a new pan-European security pact.

Both presidents concluded a Russia-EU summit, in Nice in the south of France, with an agreement to convene a major international conference next summer at which the Americans, Russians and the 27 countries of the EU should come up with a blueprint for new post-cold war "security architecture" in Europe.

The call for such a pact has been Medvedev's central foreign policy message since he succeeded Vladimir Putin as president earlier this year. Medvedev has called for the new deal in several keynote speeches but has been snubbed by western leaders until Sarkozy delivered a characteristic surprise yesterday, appearing to hijack the subject.

Sarkozy said: "We could meet in mid-2009 to lay the foundations of what could possibly be a future pan-European security system."

The Russians see such a deal as a way of halting Nato enlargement and stopping the controversial US missile defence projects in Poland and the Czech Republic. While western European leaders are lukewarm about the Pentagon project and president-elect Barack Obama has yet to reveal his policies, Sarkozy went further yesterday, branding the project a setback for European security.

"Deployment of a missile defence system would bring nothing to security in Europe. It would complicate things," said the French leader, who currently chairs the EU. As he attacked the plan, Czech and Polish ministers met in Prague to affirm their support for the installations and send a signal to the Obama administration, pleading for it to go ahead.

"I'm 100 per cent sure that Obama won't kill missile defence," Alexandr Vondra, the Czech deputy prime minister, told the Guardian. "The European pillar of missile defence is in the interests of everyone who wants to keep Nato strong."

The French alignment with Russian aims will upset pro-US leaders in western and eastern Europe, but will enjoy support in Germany and Italy, which are eager to draw Russia in as a partner despite the recent invasion of Georgia.

Yesterday's summit ordered the resumptions of negotiations on a new strategic pact governing relations between Russia and Europe - talks that the EU called off in protest at Russia's invasion of Georgia in August.

In September the Europeans set Moscow an ultimatum for re-opening the talks, demanding that Russian troop positions and numbers be returned to the pre-conflict levels. Russia has ignored the European terms. But yesterday's summit glossed over that.

"It's as if the military intervention in Georgia never happened. The EU is sending a dangerous signal of weakness," said David Clark, chair of the Russia Foundation, who was an adviser to the former British foreign secretary Robin Cook.

"It's as if the military

"It's as if the military intervention in Georgia never happened." --huh, really? Funny that. When even the New York Times, less than a week after the events in August, acknowledged that the aggression was Geogia's, into the South Ossetian capital, that the victims, besides the hundreds of Ossetian civilians, were Russian peacekeepers on a UN-sanctioned mission to the breakaway region; it's difficult to believe anyone as intelligent as my new President Obama will fall for this, yet another, sorry NATO fairy tale.

David Clark's rather

David Clark's rather benighted position equates diplomacy and cooperative action with weakness, a most unfortunate way of viewing the chessboard.

You can hardly blame them.

You can hardly blame them. The USA has been behaving like a hulking troll. Mary

Finally a moderating

Finally a moderating influence on the Pentagon's wet dreams of a new American Empire... Not that I like those guys, but it is a better alliance than some others I was afraid of...

Why does America leardership

Why does America leardership hate the Russians?Ever since to tsar was overthrown in 1917 the US has been a huge enemy of Russia/USSR. Why? Recall the allied invasion of Russia/USSR after the 1917 revolution. Why even old Winstan Churchll was haapy to drop poison gas on red Russian postions. The US/Britain were happy to have the USSR fight the Germans--better them than us--but they never did take a shine to the ruskies. Remember, the US/Brits didn't/couldn't send troops to Europe until 1944- 6 years after the German invasion of the USSR in 1939. 20 million russians died during the war. Time to give tghe Russians a break! Back off '/britain/USA!

What purpose does NATO

What purpose does NATO actually serve other than to act as a Bully in that part of the world ? It is past time to give old fashioned diplomacy a try, as the threat of arms does not work any longer. The worldwide economic collapse that is spreading more and more each day says that it is not a time for threatening other countries or refusing to sit down for meaningful and mutually beneficial negotiations. President Sarkozy of France sees the inconsistency of putting total confidence in any missile shield or in NATO to provide security of any lasting kind. All that will do is start another Cold War that can easily turn into a conflagration, which will only enrich the Weapons Manufacturers that see only Profits at the expense of security, as usual. It is Israel pulling the strings and every other country in the world knows it..even if they are pretending to be deaf, dumb, and ignorant, to boot. Hard to believe, isn't it ? I refuse to believe that President-elect Obama does not see through all the shenanigans of this dying Bush Regime. He is an intelligent man or he could not have come so far.

Capitulation A huge error on

Capitulation A huge error on Sarkozy's pact with Russia will force Germany into the middle. They will feel threatened by Russia and annoyed with France. France has nuclear weapons. Perhaps Germany can get them from a third party. Obviously, there can be no conventional war that is not resolved by a nuclear trigger or stalemate. Sarkozy should be muzzled whether or not the so called missile shield is right or wrong. He is consistently shooting his mouth off thinking he is some kind of God, In this case he will create WW III noit the peace he appears to seek. Medvedev is obviously in control not him.

united states being left

united states being left out, countries are finding out from the last 8 years that we can not be trusted. colonialism is over, yet the neocon thinking wanted to colonize the middle east and other countries for their natural resources. occupation through illegal attacks is colonization.which then leads to slavery, sound familiar?

I guess they don't like how

I guess they don't like how the US spreads it's Democracy in the Middle East. And Hey that missile defense shield is really (wink wink) to protect Western Europe from those Iranians.... Really!

WILL SOMEBODY TELL THE

WILL SOMEBODY TELL THE AUTHORS OF THIS ARTICLE THAT IT WAS NOT RUSSIA THAT INVADED GEORGIA BUT GEORGIA THAT INVADED RUSSIA UNDER THE DIRECTION OF GEORGE BUSH. THIS IS FACT.

DAVID MORRISON; i agree with

DAVID MORRISON; i agree with you on who attacked who. but i think that the author was saying that the eu was accusing russia of being the agressor at the time. of course this accusation probably came from cheney and he ordered europe at the time to accuse russia. when they found out it could no longer be credible, and that israel was also in on it. europe changed their tune.

I also noted that NY Times

I also noted that NY Times article the first commenter mentioned when I blogged about this story early this morning, along with the truthout original from yesterday, Deciphering Obama on Missile Defense. I found the Guardian article on Google News, so perhaps I scooped truthout on this story. http://freesoil.org/wordpress/?page_id=791 This is an encouraging sign, Europe standing up to USA on this. Missile defense is a colossal boondoggle, good only for reescalating the arms race. Bring back the Anti-Ballistic Missile Treaty, I say. France may have killed that deployment, if Obama meant what he said about getting approval from European allies.

Sarkozy has dramatically

Sarkozy has dramatically changed his attitude to the US and Bush in the last couple of months. I think he has finally learned that the economic crises has in fact been nothing more than the largest financial fraud in the history of the world - and now the world wants it's money back. I strongly recommend reading about the Bank of International Settlements, as this was the main vehicle for the crimes of BushCo.

27 million dead russians and

27 million dead russians and who knows how many wounded left invalid for life, is what the russian people, has so far paid for western, american friendship,is not enough?do still have to be threatened with dodgy missile shields?
