Lawmakers Urged to Stem Wave of Hate Crimes

    Washington - Leading civil rights groups Monday denounced the rise in hate crimes taking place in the United States, especially against Hispanics, and called for passage of the Local Law Enforcement Hate Crime Prevention Act (LLEHCP) to ensure federal jurisdiction when local officials fail to act.

    Hate crimes against Hispanics have risen steadily for the last four years, and crimes against African-American, Asian-American and Jewish people, as well as gays and lesbians, all increased last year, according to FBI statistics gathered for the Uniform Crime Reporting Programme.

    In recent weeks alone several incidents have taken place, including the murder of 37-year-old Ecuadorian citizen Marcello Lucero by a group of Long Island teenagers, cross-burnings in New Jersey, and the timely arrest of skinheads planning to assassinate President-elect Barack Obama in Tennessee.

    "The wave of hate that is seeping through our communities threatens the fabric of our nation and is costing lives. Americans will not be cowed by those trying to advance intolerance - we must stand up to the presence of hate groups and extremists in our communities and speak with one voice to say we will not be dehumanised," argued Janet Murguía, director of the National Council of La Raza, the oldest and largest Hispanic American civil rights organisation.

    Murghía was joined by representatives of African-American, Asian-American and Jewish groups concerned about the rise in hate crimes, especially in the context of the election of Barack Obama as president and the deteriorating economic situation.

    Speakers at the Washington press conference included Mark Moriel of the National Urban League, who stressed the importance of enforcing laws currently on the books.

    "We fought long and hard" for these laws; they are not "ornaments" but rather "tools to be used" to prosecute those responsible for hate crimes, said Moriel, adding: "We will not remain silent" in the face of attacks on people due to their ethnic origin, religion, or gender.

    Wade Henderson, CEO of the Leadership Conference on Civil Rights, urged passage, "early on", of the Local Law Enforcement Hate Crime Prevention Act to expanding the federal reach in the case of hate crimes, strengthen enforcement and improve reporting of such crimes.

    At present, local officials have wide latitude in defining what constitutes a hate crime, and depending on the local environment, may ignore many crimes meant to be covered under existing legislation.

    The bill passed last year in the House but was dropped during negotiations in the Senate. Civil rights leaders are "optimistic" that the LLEHCP Act will be taken on early by the incoming Congress and administration, according to Henderson.

    Need for new legislation, the panelists agreed, stems in part from the fact that local officials may be the very figures encouraging hate crimes; for example, speaking out against those perceived as taking jobs or using or abusing services -a major argument in the ongoing debate over immigration.

    According to Peter Zamora of the Mexican American Legal Defence Fund, some leaders in Suffolk Country, where Lucero was killed, "have made a career of promoting hate".

    Media hate-mongers such as Fox News host Bill O'Reilly and CNN's Lou Dobbs, and a rise in Internet-based sites promoting hate, also play a key role in spurring individuals to commit racially or ethnically motivated crimes, according to the speakers.

    The boys arrested for stabbing Marcelo Lutero to death, all under 18, had simply decided to "go beat up a Mexican", according to media reports.

    "That hate has trickled down to a new generation is very disturbing," said La Raza's Murguía at the time, noting that the growing climate of hate surrounding the immigration debate was partly responsible.

    "Words have consequences," she said, "and hateful words have hateful consequences."

I give Bill O'Reilly no creditability and don't listen to him so I can't comment on him. But Lou Dobbs is not a hate monger. He does not speak badly of the ethnicity of those who ILLEGALLY enter our country. It is the ILLEGALITY of their action that he rails against. Shame on you Alison Raphael for your accusation.

Do we teach people to hate?

Do we teach people to hate? From our countries inception to now, hate has festered. I was extremely worried that Obama would not be elected because he was black. Thank god the country changed and did the right thing. While we have new hope in America, we still have a long way to go in teaching acceptance in America. Maybe we have a mandate and the inspiration now to wipe out intolerance.

I miss arabs and muslims in the list. Yet, many who fit in that description are hiding their identity for fear. Not just from people, but also for the government.

The impression given here is that whites are the ones committing all "hate" offenses, a politically devised crime category if ever there was one. According to CNN ("FBI: Hate Crimes Jump Nearly 8 Percent," 11/19/2007), whites, at c. 65% of the population, committed only 58.6% of reported hate crimes in the year concerned (2006). Therefore, an individual white is actually less likely than an individual non-white to commit such a crime, not to mention that there are actually white victims of these crimes, or that "minorities" commit these crimes against each other (observe ethnically-motivated black-Hispanic violence in LA). Interesting that the fourth paragraph from the bottom begins: “Media hate-mongers such as…”, and only reveals itself as a quote at the very end. Particularly sinister is the implication of ethnic grievance racketeers that merely speaking out about the all-too-obvious consequences of illegal immigration is tantamount to incitement. No doubt they’ll find an enthusiastic ally in the incoming USAG.

Hate crime laws are

Hate crime laws are ridiculous. A person should not punished more or less because of why he decided to go murder or injure someone. If a white male proceeds to murder another white male or a white male proceeds to murder a latino, african american, or someone of middle eastern descent that person should receive the same punishment for the same crime. To say that the punishments should be different due to race is a racist line to take to begin with and insults the victims of crimes suffered by those in non-racial crimes. It diminished the act itself as the main problem. Black on black violence, white on white violence, or minority on minority violence is still just violence and should be treated as such.

As I am not American I can't

As I am not American I can't fully comprehend this obsession with race, but I do have a question: Are there such things as hate crimes against white gentile Americans, defined in exactly the same way that hate crimes against other Americans are defined? A significant number? Worth considering alongside all the other hate crimes? Is it really true that there are places where a white person would court harassment for being white if walking there alone? Had to wonder, because neither Ms Raphael not any respondent to date seems to have mentioned them.

Dion, you ask a great question. However, since whites are the majority, i can not recall a hate crime being prosecuted when its a white person that was killed. As for Janet Murguia saying hate crimes are on the rise, i guess the leader of LaRaza (the race) does not want to hear the latest FBI crime stats. As reported on CNN Lou Dobbs Show on Monday, the stats show a DECLINE in racial hate crimes. "However, just last month the FBI reported a slight decline in hate crimes nationally last year. The FBI saying there were just over 7,600 hate crimes versus just over 7,700 the year before. Groups calling for the enforcement of immigration law are furious that La Raza and MALDEF and others equate their position with hate." SPIN THAT LaRaza and MALDEF. Stats do not lie

To Dion: The CNN article I cited below did not give statistics regarding victims. However, about 90% of interracial crimes in the US are committed by non-whites against whites, as pointed out by Walter E. Williams, a black writer, in "An Ugly Conspiracy of Silence," 8/20/99 (nine years old, but the stats have not changed). No doubt there are many "hate" crimes in that 90% that were never prosecuted as such.

According to the Department of Justice, there are no significant differences in the rates of "hate" crime victimization across groups (http://www.ojp.usdoj.gov/bjs/pub/pdf/hcrvp.pdf -- see pg. 6), meaning that a given white is just as likely to be the victim of such a crime as a given "minority."

Yes, murder is murder and assault is assault regardless of skin tone or ethnicity, but hate SPEECH is a crime, and should be prosecuted as such. Remember Pukey Palin's inciting her handful of halfwits to yell "Kill him!" with her lies and slimy wink-wink sluttiness. If someone at Obama rally, presented with the FACTS of Chicken George's disastrous reign, had yelled "Kill him!", you can bet your bippy that that person would have been hauled off, and probably not seen daylight again. Any politician, any media figure, anyone at all, who engages in lies to incite hatred, should immediately be removed from their position or job, be charged with a felony so they can never GET another position of responsibility, and have all, absolutely all, of their assets seized. If they claim "illegals" are "taking jobs," let THEM go pick vegetables or work in a meat-packing plant for 18 hours a day. If they claim "minorities" are the "cause" of crimes, let THEM try living on minimum wage at part time with no benefits. If a low-income black woman had committed the crimes that Noelle Bush did, she'd have gotten ten years. And does anyone really believe that Limpdick checking himself into a two-week resort and then declaring himself "cured" was LEGAL? Never mind what the rightwingnut corporate prostitute media would be screaming if, say, Michelle Obama tried that. Hate speech IS PROSECUTABLE. The hate-talkingheads should be arrested and tried by a jury made up entirely of people of a DIFFERENT ETHNIC GROUP. Let's see the likes of Mal-ware-kin and Cunter face a jury of dark-skinned grandmothers, whose sons and granddaughters have been killed because of their war-whoring and smarmy "I've got mine, screw you, you're a MINORITY" propaganda.

It wasn’t until the third Soviet Constitution (1936) that the status of citizens was spelled out in detail. Granted, Soviet officials didn’t honor all of the promises made in the Soviet Constitution, e.g., freedom of speech. Note especially Article 123, which is a hate-crime law. From the 1936 Soviet Constitution: “ARTICLE 123. Equality of rights of citizens of the U.S.S.R., irrespective of their nationality or race, in all spheres of economic, state, cultural, social and political life, is an indefeasible law. Any direct or indirect restriction of the rights of, or, conversely, any establishment of direct or indirect privileges for, citizens on account of their race or nationality, as well as any advocacy of racial or national exclusiveness or hatred and contempt, is punishable by law.” So advocating hate was punishable by law. This is the same group of people that murdered about 50 million non-Jews. But for the Nazi's they would have done to same to all of Europe. Hitler was a hero!!
