Unrest Caused by Bad Economy May Require Military Action, Report Says

    El Paso - A U.S. Army War College report warns an economic crisis in the United States could lead to massive civil unrest and the need to call on the military to restore order.

    Retired Army Lt. Col. Nathan Freir wrote the report "Known Unknowns: Unconventional Strategic Shocks in Defense Strategy Development," which the Army think tank in Carlisle, Pa., recently released.

    "Widespread civil violence inside the United States would force the defense establishment to reorient priorities ... to defend basic domestic order and human security," the report said, in case of "unforeseen economic collapse," "pervasive public health emergencies," and "catastrophic natural and human disasters," among other possible crises.

    The report also suggests the new (Barack Obama) administration could face a "strategic shock" within the first eight months in office.

    Fort Bliss spokeswoman Jean Offutt said the Army post is not involved in any recent talks about a potential military response to civil unrest.

    The report become a hot Internet item after Phoenix police told the Phoenix Business Journal they're prepared to deal with such an event, and the International Monetary Fund's managing director, Dominique Strauss-Khan, said social unrest could spread to advanced countries if the global economic crisis worsens.

    Javier Sambrano, spokes-man for the El Paso Police Department, said city police have trained for years so they can address any contingency, but not with the military.

    "The Quantcast police (department) trains on an ongoing basis as part of its Mobile Field Force Training," Sambrano said. "As a result, the police will be able to respond to emergency situations, such as looting or a big civil unrest. The police (department) does not train with soldiers."

    Earlier this year, Pentagon officials said as many as 20,000 soldiers under the U.S. Northern Command (NORTHCOM) will be trained within the next three years to work with civilian law enforcement in homeland security.

    Joint Task Force-North, a joint command at Biggs Army Airfield, which conducts surveillance and intelligence along the border, comes under NORTHCOM. No one was available at JTF-North to comment on the Army War College's report. NORTHCOM was created after the 9-11 attacks to coordinate homeland security efforts.

    Soldiers under the former Joint Task Force-6 (now JTF-North) supported the Border Patrol in El Paso with its drug-interdiction operations.

    In case civilian authorities request help or become overwhelmed, El Paso has several National Guard and military reserve units that can be called on. In 1992, National Guard and active Marine and Army units were deployed to help police control riots and looting in Los Angeles.

    Charles Boehmer, political science professor at the University of Texas at El Paso, was skeptical about the Army War College report.

    "The military was not called out during the Great Depression, and I don't think our economic problems are as bad as they were then," he said. "The military always has contingency plans. It's a think tank's job to come up with scenarios, but that doesn't mean it represents an active interest on the part of the (Pentagon)."

It is not surprising that Dr. Boehmer failed to acknowledge the Bonus Army of 1932. With the state of US education, as a tool for neoliberalism and neocolonialism, many children will also not be taught about the WTO and the Battle in Seattle, the millions who protested against the US wars and occupations, the various workers strikes, and the coming protests against the Israeli bombings of Gaza.

Given the blind worship of

Given the blind worship of the military in this country, who will stand up and say no to this tyranny? In fact, the economic upheaval that we are now experiencing is the direct, predictable result of thirty years of conservative mismanagement. This was a deliberate policy decision to abandon the longstanding social contract with American workers in favor of policies directly beneficial to the ruling elite. Therefore, any military effort to restore 'order' is simply using force to maintain the status quo. If Mr. Obama is wise, he will reject the suspect wisdom of the deficit hawks and give all Americans a New New Deal. Basic fairness for the working class will go a long way towards alleviating the stresses which may lead to unrest. The question is will Congressional obstructionists and the right-wing media allow him to significantly change things?

Massive "civil unrest" is precisely 'in order'. It is the duty of the People to uphold the Constitution. It is the duty of the Military to defend the People and the Constitution. Quit calling them "the ruling elite", the appropriate title is: Parasitic Criminal.

People in this country need to wake up and read the writing on the wall! The same tactics and weapons that our "Brave Boys" are using to outright murder the Iraqis while stealing their oil (along with many other unfortunates all around the globe) will soon be turned on the people of the United States of Amerika! Maybe Mankind will now understand why the Bible says that our Creator didn't want us to have certain knowledge - as it eventually leads to this type of situation over time. Perhaps NOW is time for all the law abiding people of this country to grab their legal firearms and march on the State Capitals and Washington, DC for a show of unity and force! We need to put these criminals that took over our country OUT OF OUR MISERY if need be. The framers of our Constitution saw this situation coming over 200 years ago - if we didn't keep our "leaders" in check. They have become our MASTERS... and we are now their SLAVES!!!

The government has already been at work having private contractors building "detention" centers able to hold tens of thousands of USA insurgents/workers. The use of troops to subdue workers or unions with bullets is nothing new in this country, nor is the use of concentration camps as Americans of Japanese decent can testify. But it is going to be interesting to see what the government uses as a pretext for this latest effort to terrorize (or shock and awe in military parlance) Americans.

First they bypassed the Posse Comitatus Act, then in October they used our own troops to invade our country, now (just 2 1/2 months later) it's stage 3: they've found a reason why democracy is a threat. Stage 4 will be the crackdown. If we lose the right to address grievances with our government the rest of the constitution is just a joke. But, then again, that's been the plan all along hasn't it? I guess I wouldn't mind so much if they would just stop refering to "The United States of America" as if it were an entity that still exists. The lack of truth in advertising is one of the most frustrating thing about this. I propose we change the name to "The Utedin Satset of Acmeria". It's just a gross distortion of the real thing with no real resemblence to the original. Now if we can just make a symbol that combines the crucifix, the dollar sign and the swastika we could have a more truthful emblem for our new (post-2001-"everything is different now") flag.

One o f the reasons for creating the National Guard was to have armed force for breaking strikes. Police forces have also been used to break strikes (also past gangs have hired out their enforcers to break strikes & have been hired by unions in the past to protect strikers). I wonder why the military seems to think that soldiers would be so willing to fire upon, teargas, use rubber bullets on, etc.,citizens of their own nation? Or is that the military has become a separate class? Because the religious right/fundies have been doing their best to take over the military, does that mean that the military would not "put down" unrest if it's created by the religious right? That's more likely than anyone else doing it unless it's neonazi/white fundie types. It's the latter that's been caught most often in the past 8 years w/illegal weapons by the FBI. That and the fundies bombing family planning clinics. So just who is the military going to act against? Why will civil forces be inadequate? Just who is going to be so threatening that such action is necessary? We've already put up with unreasonable search & seizure at the airports, illegal eavesdropping, repeated & widespread loss of personal data by various corporations (& they suffered very little liability for their extreme negligence), and now we're seeing yet another absolutely massive transfer of wealth to those who the Bush administration have spent 8 years doing their damndest to enrich in various ways (tax code, etc.). All that's going to happen in that in this weapons crazy nation, more of the poor will turn on the less poor & vice versa. Happening already--do you see any uprising?

This is the natural progression -- first you lionize the military, next thing you know the military takes over.

After reading these comments, I'd like to remind everyone that we are only seeing the culmination of a long plan well thought out many decades (centuries) ago. Remember: A Summary of the Communist Manifesto The Communist Manifesto represents a misguided philosophy, which teaches the citizens to give up their RIGHTS for the sake of the "common good," but it always ends in a police state. This is called preventive justice. Control is the key concept. Read carefully: 1. Abolition of private property. (If you look up 'registration' in a legal dictionary, it's the voluntary surrender of private property.) 2. Heavy progressive income tax. 3. Abolition of all rights of inheritance. (When is the last time you reviewed your inheritance tax laws?) 4. Confiscation of property of all emigrants and rebels. (Drug seizure laws anyone? Or have you reviewed what happens under martial law, especially with what Bush initiated in 2005.) 5. Central Bank. (Hmmmm.) 6. Government control of communication and transportation. (Beyond the obvious, how about those cameras on all of our street corners that homeland security pays 90% of.) 7. Government ownership of factories and agriculture. (Subsidies, anyone?) 8. Government control of labor. 9. Corporate farms, regional planning. 10. Government control of education. Wake up America.

The Bonus Army was put down by later-to-become General MacArthur: he was promoted later in part on the basis of his loyal service in that uprising. But people are not yet that desperate, and are mesmerized by the media, our contemporary "circuses." It's in the nature of the military to continually attempt to create new sources of power, even if it does more or less accept the idea of civilian control; there are only a few national militaries that do. That's why we should always be on our guard, but it's also why we need to mobilize peacefully to prevent a military takeover. Having said that, I'm still skeptical that a few brigades (Northcom) could really take over, although it is alarming that some in our military apparently think they could--and should. Obama's popular organization (he's keeping it going) should make him responsive to voices other than the military or the moneyed in time of crisis, but we'll need to use them (our voices), not just say: it's over, the Republic has fallen, as some of the commenters above seem to think.

Assume stimulus fails and the military still spends hugely. The elite has already hogged a few trillion new digital dollars and consumers are 70% of the old game. What if we become citizens in a new economy outside commercialism? Will the military revolt and pledge allegiance to a foreign power that has enough money to buy thema new fix of touchy feely weapons of mass destruction? Will the environment heal up because everybody went surfing instead of to work? We need to learn to cooperate and help each other out of commercial servitude and into fun. No question that the acceleration of the fall of capitalism will require a military response to secure the ill gotten gains of the tuling class made during the last 8 years. I am heartened to see that the level of awareness of the 'nature of the beast' has increased significantly. The contents of the comments indicate a higher level of economic literacy not seen since the working class organizing efforts of the mid 30's in response to the Great Depression. Those of us who have awakened during and since the Viet Nam War will have to go back to the coffee house organizing mear the military bases and with the families of the military. They might be reluctant to shoot their working class unemployed family members and fellow citizens but we'll have to talk to each other about where they do point thier rifles. It's frustrating to have

It's frustrating to have been that voice 'we the people' have been denying and ridiculing for years. Will they now understand enough to know that we are numbers (and guns) that cannot be stopped if we decide to fight together? The history of regimes only lasting around 200 years has haunted me because I frankly have never wanted to live through the tyranny and loss of freedom.
