Bob Woodward's Not-so-Secret Weapon in Iraq

    In November 2001, during the Bush administration's foreshortened war against al-Qaeda in Afghanistan, a US missile slammed into the broadcasting headquarters of Al Jazeera in Kabul. In March 2004, Israeli helicopters flew over a mosque in northern Gaza shortly after morning prayers and fired three missiles to kill Hamas founder Sheikh Ahmed Yassin. And just last week in Pakistan's unruly frontier area, a US drone fired into a guesthouse, reportedly killing 12 people, while a helicopter gunship flew several miles into the area on a "snatch and grab" operation against suspected Taliban and al-Qaeda terrorists.

    Hold these diverse military operations in mind as you listen to journalist Bob Woodward's revelation that the American military has developed "secret operational capabilities ... to locate, target and kill leaders of al-Qaeda in Iraq, insurgent leaders, renegade militia leaders."

    "This is very sensitive and very top secret," Woodward declared on CBS's "60 Minutes" in an interview promoting his new book, "The War Within: Secret White House History 2006-2008." He said, "This is one of the true breakthroughs."

    On CNN's "Larry King Live," he enthused, "It is a wonderful example of American ingenuity solving a problem in war, as we often have."

    Woodward compared the development of these new capabilities to the multibillion-dollar Manhattan Project, the top-secret effort to create the first atomic bomb during World War II. He also gave the secret killings major credit for reducing the violence in Iraq, seeing them as more of a game-changer than the surge of 30,000 US troops, on which Senator John McCain has built so much of his campaign for president.

    Refusing to reveal details, Woodward insisted that too much talk could compromise the program and "get people killed," a bizarre turn of phrase about a program whose purpose was to get people killed. In any case, Woodward would tell only enough to hype his book, and not a single word more. Such is the discretion required of a Pulitzer Prize-winning author permanently embedded in the Washington power structure.

    Were he less enthralled, Woodward might have admitted that at least some of his sources wanted to publicize their project. As evidence, take National Security Adviser Stephen Hadley's response to the revelations. Even as he rushed to insist on the primary importance of the surge, he took pains to acknowledge the existence of the "newly developed techniques and operations."

    Even more to the point, the Pentagon has for years talked openly about the black arts that Woodward would describe only in a stage whisper. As early as the summer of 2004, the Defense Science Board called for a "Manhattan Project" to give the military 21st century technologies for identifying, locating, and tracking terrorists - both abroad and at home. More recently, the Pentagon's Special Operations Command posted online a September 2007 slide show on "Continuous Clandestine Tagging, Tracking, and Locating (CTTL)."

    Earlier targeted operations, such as the attack on Al Jazeera in Kabul, depended on electronic monitoring of cell phones and satellite uplinks, while the Israelis have found their targets with the help of both electronic intercepts and spies on the ground. The Pentagon's latest plans for CTTL go far beyond, and include everything from covertly tagging suspects with microscopic radio chips to tracking them by the way they walk and even they way they smell.

    The whole business has all the whiz-bang of science fiction, and even a hint of its possibilities could be expected to terrorize the terrorists, which might be the reason that someone in high places wanted Woodward to spread the word. But beyond CTTL's wizardry, both real and imagined, Woodward's gung-ho enthusiasm blinded him to the obvious question. No matter how brilliantly done, does targeted killing work in the long run against a popularly supported resistance to colonial rule?

    The Israelis have spent years developing many of the same technologies as the Pentagon, but so far the dramatic killings of Sheik Yassin and others have only built Palestinian support for Hamas.

    The United States tried targeted killing in Vietnam with the decidedly low-tech Phoenix Program: identifying, torturing and killing thousands of the National Liberation Front's political cadre. For all the electric shocks and bullets to the brain, the program failed, as the world saw in April 1975 when American helicopters beat a hasty retreat from the rooftop of the embassy in Saigon.

    And, now on the Pakistani frontier, the White House wants Osama's head before the end of George W. Bush's presidency. So, American drones and commandos are waging an undeclared war that could well topple the country's democratically elected government.

    These are the horrors that happen when journalists give up their role as watchdogs and become running dogs for Shock and Awe, surgical strikes, enhanced interrogation techniques, the latest counter-insurgency tactics, or whatever else the National Security State wants to sell. But the horror will be far worse if we forget that the Pentagon has explicitly committed itself to make its new tagging, targeting and locating technology available for use within the United States.

I am a civilian victim of this technology. It is a nightmare during the discovery cycle and a potential gift if applied compassionately - in other words, at once a blessing and a curse. Can you or anyone do anything about it, for instance, reverse the course of its development? In a word, "NO". Such an opportunity has been lost. This one is out of Pandora's box never to be re-hidden. We wanted faster computers - this is what we got. Careful what we wish for....

This article ends exactly where it should: reminding us that this technology will be used at home as well. Remember 100,000s of U.S. citizens have their names on no-fly lists and other lists. Why? Well, essentially because they are considered threats. Threat equals terrorist in this new black-and-white "you are either with us or you are against us" view of the world. The U.S. government believes it is the ruler of the world. It rules on behalf of a global elite. They do not intend to lose that control. Every human being who considers him or herself an enemy of the ruling class needs to do their part -- talk, write, act. Grab a part of the rug that the U.S. led global ruling class stands on and pull. It is time, as Larry Silverstein said, to "pull it". All together now...

The idea that Bush wants to capture Ossama Bin Ladin is false. His agreement with the Bin Ladin family is that he will never touch Ossama Bin Ladin. The plan was to coordinate the efforts on both sides - sending the Air Force planes defense off on missions far from the East Coast of the US the day prior to 9/11, deliberately NOT heeding the MAYDAY sent by the pilot of the hijacked plane (listen to the recordings easily found on the net), shipping off the wreckage of the twin towers and Tower N°7 to China before any forensic investigation could examine the ruins. OBL had his role to play, the people on this side had theirs.

I think Woodward's ego is being played like a flute, and that the message for us is to be afraid, because like their use of torture, it can happen to us.

The sniff and snuff Predator drones with tagging (using in micro chips or hormone scent samples) reminds me of the way ant, flea, rat...Baits work. In this case, the bait is the "terrorist's" own scent is used against him and his comrades. What could be better. Capture "terrorists", torture them for who, where when info., then apologize to his and his lawyers for the unlawful interrogation, bad food and stone bed. At a more tortured moment, he's too busy to notice he's being sampled. Once he's released with the obligatory "Sorry about that", then, he returns to the "terrorist's" HQ and bada-BOOM! Thank you for writing this - I have been waiting for someone to compare what the US is doing in Iraq right now with the Phoenix Program. Here's a thought experiment: if the top leaders of the US had a weapon that could kill everyone they wanted just by thinking it, would the world be a better or worse place? Compare Woodward's recent works with the recent writings of Daniel Ellsberg - Ellsberg has a strong moral compass which guides his analysis of current events, Woodward only worships power and his access to it.

The technology to which Woodward referred on CNN is not death by strikes from drones. Drones have been known for a long time, as has cel-phone locator capability. The technology Woodward was talking about is yet a secret -- how could it not be? A technology which 'caused the blood to actually drain from the face' of a general who heard about it? Something so secret and so sophisticated that he equates it with The Manhattan Project? No, it's not drones. It's something far far more sinister, yet to be revealed. And you know how kids love to try out new toys. It's just a matter of time, as the author says, until it will be used here. Any guesses on whom?

Who decides whom to tag as a terrorist? Is there any kind of due process? Somehow I don't think so. Since the battlefield can now be anywhere, even within our private homes, who is giving themselves these powers of life and death?

We, in the US, are in thrall to a group of individuals who have taken up the reins of power here. They do not have the interests of the US at heart, they are not simple profiteers or "robber barons". They have their own agenda. Part of that was the using the US to dissolve the Soviet Union, part was reuniting Germany and unifying Europe, part was using Israel to secure its interests in the Levant and part is the elimination of all those peoples of color. You'll note that most of the killing in the last 50 years has been either upon people of color or managed to be between them. Guess who they are. Sure you think that, but it is those behind them. The real enemy has not been seen for some long time.

How do you spread Democracy with a gun? It is incongruous to force people to want to be involved in their governance. But then all these other problems follow.

I, too, found Woodward's

I, too, found Woodward's comment disappointing; after all didn't he out Watergate 40 years ago? Anyway, I knew the technology would soon be revealed after his interviews. It is all so frightening, all so indifferent to humanit, all so easily used on us, and yes, creating a world where terrorists try to outdo each other. Bush & Co. being the leaders. I guess there is a lot riding on this election. McCain will love to maintain this emity as it will enable him to hide behind the horrible economic conditions that he has no clue about.

Woodward is really freaky. I somewhat admire his logic on weapons, but I think the guy is a complete idiot when it comes to gaining the peace that WE the PEOPLE desire. He just doesn't seem to comprehend that the killing should stop somewhere. Neither does he consider himself in all of this. Much less you or me. It could be the end of the world, if people like you and me were to be completely consumed with hate and killing, actually RUINING our enemies, or even our potential enemies, just because we CAN. I am grateful for my intelligence, and the last thing I would ever want to do is pit it against a destroyer like Woodward or Bin Laden, or Cheney, or anyone who can't see people for what they really are. I am a popular musician, and can't afford to be afraid in this occupation. I MUST be good and ALERT as I pursue the path of PEACE and JOY, always listening and thinking about how to make things come out OK. I think that this guy has a great piece of his mind missing. ANYONE, in my humble opinion, could eventually arrive at his high tech applications for mayhem. Just being a humble tradesman and plumber in my youth, I knew how and still could construct insanely powerful bombs. BUT what for?????? It simply shows how SICK our current government actually is, that they would coddle and listen to a man like Woodward as policy. He is a terrorist himself, and just as shallow and misled as those he says he would oppose. So disappointing the once great liberal journalist Woodward, is now clearly a war hawk. Its disturbing that this tagging, targeting technology is being used to kill innocent people in the name of the war on terror. Now the Pentagon is trying to legalize it in the US? All I can conclude is that they will use it on innocent people here.
