New Orleans, Louisiana - FEMA gave away about $85 million in household goods meant for Hurricane Katrina victims, a CNN investigation has found.

The material - from basic kitchen goods to sleeping necessities - sat in warehouses for two years before the Federal Emergency Management Agency's giveaway to federal and state agencies this year.

James McIntyre, FEMA's acting press secretary, told CNN that FEMA was spending more than $1 million a year to store the material and that another agency wanted the warehouses torn down, so "we needed to vacate them."

"Upon review of our assets and our need to continue to store them, we determined that they were excess to FEMA's needs; therefore, they are being excessed from FEMA's inventory," McIntyre wrote in an e-mail.

He declined a request for an on-camera interview, telling CNN the giveaway was "not news."

Photos from one of the facilities in Fort Worth, Texas, show pallet after pallet of cots, cleansers, first-aid kits, coffee makers, camp stoves and other items stacked to the ceiling.

FEMA said some of the items were donations from companies after Katrina, but most were purchased in the field as "starter kits" for people living in trailers provided by the agency. And even though the stocks were offered to state agencies after FEMA decided to get rid of them, one of the states that passed was Louisiana.

Martha Kegel, the head of a New Orleans nonprofit agency that helps find homes for those still displaced by the storm, said she was shocked to learn about the existence of the goods and the government giveaway.

"These are exactly the items that we are desperately seeking donations of right now - basic kitchen household supplies," said Kegel, executive director of Unity of Greater New Orleans. "These are the very things that we are seeking right now. FEMA, in fact, refers homeless clients to us to house them. How can we house them if we don't have basic supplies?"

Kegel's group works with FEMA and other local organizations to rehouse victims of Katrina, the 2005 hurricane that flooded New Orleans and killed more than 1,800 people along the Gulf Coast. Community groups say thousands of people are still living in abandoned buildings in the city, though fewer than 100 people remain housed in tents.

Kegel said FEMA was told in regular meetings that Unity was desperate for household supplies and that the group has been forced to beg for donations. But she said FEMA never told Unity and other community groups that it had tens of millions of dollars worth of brand-new items meant for storm victims.

She said she learned of it from CNN, which found that those items never made it to people such as Debra Reed.

"An honest person like me didn't get nothing," said Reed, 54, who recently moved from a tent beneath a New Orleans bridge to a home with the help of Kegel's group. "I'm gonna turn, 'cause I'm gonna cry. I didn't get nothing. I fought to get my money, but they wouldn't give it to me. So I ended up going under the bridge."

FEMA confirmed it had kept the merchandise in storage for the past two years - then gave it away to cities, schools, fire departments and nonprofit agencies such as food banks. In all, General Services Administration records show FEMA gave away 121 truckloads of material.

McIntyre said that most of the items given away were not "standard-issue type supplies" that FEMA would have distributed after other disasters. He said using the GSA, which manages federal property, to get rid of those stockpiles was "standard process."

Asked if FEMA believed Katrina victims no longer needed the items, McIntyre wrote: "If the state did not request the supplies, then FEMA would not know."

Pallets at the Fort Worth warehouse were piled high with boxes of buckets, boots, cleansers, mops and brooms. There were stacks of tents, lanterns and camp stoves for people still displaced, as well as clothing, bedding, plates and utensils.

Meanwhile, Kegel said, Unity's clients can take only "one fork, one spoon, one knife - they can only take one plate. We don't have enough to go around."

But FEMA said the items were no longer needed in the stricken region. So it declared them "federal surplus" and gave them away.

Federal agencies such as the Bureau of Prisons, Postal Service and Border Patrol got first dibs on the material when FEMA started giving it away. Other agencies that received items include the National Guard, U.S. Marshals Service, the Air Force and Navy and the departments of Agriculture, Veterans Affairs and Homeland Security, according to a list the GSA provided to CNN.

These items also were offered to all states - yet Louisiana, where most of the people displaced by the storm live, passed on taking any of them.

John Medica, director of the Louisiana Federal Property Assistance Agency in Baton Rouge, said he was unaware that Katrina victims still had a need for the household supplies.

"We didn't have anybody out there who told us they wanted it," Medica said.

Instead, 16 other states took the free items.

Kegel said she could not understand how Medica could not be aware of the need in the New Orleans area.

She said she had not heard of the agency and was not registered with them, but following CNN's interview, the agency contacted her about registering Unity of Greater New Orleans so it could qualify for available supplies in the future.

Is this neo-con 'population

Is this neo-con 'population control'? Starve 'em out. Give them trailers that are 'gas chambers'? Oh, I forgot, Barbara Bush thinks people in New Orleans are MUCH BETTER OFF NOW, doesn't she? Her remarks are a glaring example of the indifference and total disconnect (denial) of the wealthy who are raping and pillaging this nation. Their hatred of the poor is a reflection, I hope, of their hatred of themselves. Well, one can only hope that, somewhere in those sick noggins, is a ray of sanity....or shame. “The liberty of democracy is not safe if the people tolerate the growth of private power to a point where it becomes stronger than their democratic STATE itself. That, in its essence, is FASCISM – ownership of government by an individual, by a group or by any controlling private power.” -- President D. Franklin Roosevelt Scandals like this, NOT even mentioned by the corporate owned press, makes us all want to puke... again and again. FEMA may as well issue their employees white robes with holes for the eyes. When will it stop? When WE, the People, STOP IT. ALWAYS, ALWAYS ASK WHY!

With a government like ours

With a government like ours who needs enemies!

Another blatant example of

Another blatant example of the racist institutional nature of this country. Crimes against all humanity is rapant in this administration - but toward people of color more.. People arise...Vote for impeachment. It is the same administration who put these people in charge of our government agencies. Bush appointed people who opposed the purpose of the agencies they were appointed to throughout the government. We can't wait for Nov. 4th. He and Cheney must be made accountable for their crimes.

Reversible Situation - I

Reversible Situation - I actually like the sound of that. While I agree with the other posts regarding this story, there was only one suggestion to actually HELP the situation. We already know what's wrong with this situation but to take the next step and say how can WE make it a little better is just amazing and truly American. If WE as Americans want to be like those who protested against our meat in South Korea, WE need to be speaking out whether we are from New Orleans or not. WE need not be Obama to shed light on this situation, all WE need to do is take the first step OURSELVES, and investigate, write, speak out and protest. WE need to be leaders instead of expecting the Government or any given agency to lead us, to take care of us, to be truthful with us. If we take action when we see injustice, if we stay aware of what's going on and act when we don't agree, if we take care of ourselves and one another equally we will become one nation under God with liberty and justice for all - because we will not only deserve it but we will demand it and accept nothing less. Just a thought.....

The callous disregard for

The callous disregard for the rights and welfare of American Citizens by this administration is shameful. The handling of the Katrina disaster displays criminal negligence. This was the turning point for me when I stopped believing in the United States

Remember, the American

Remember, the American people elected and re-elected the Republicans, who say "government is not the solution to the problem, it is the problem." And once in power do all they can to prove it. McIntire, Medica and the rest are appointed not to make government work, but to make it NOT work. and they're doing a helluva job."Anonymous" who commented above that such efforts are better left to "volunteer" organizations misses the point. The government has the resources, "volunteer" organizations do not. "Anonymous" and the rest of his ilk are happy to see those resources misused as it "proves his point." But a government that cares about people wouldn't misuse the resources- it would make them available to volunteer groups like Ms. Kegel's.

This is the sort of report

This is the sort of report that makes my blood boil. How can FEMA be so stupid. Where do the managers of FEMA come from? Who hires them? There has been so much waste in this program that it should be dismantled immediately. Think how much money could be saved.

Do not limit it to

Do not limit it to Republican led imcompetence. Big government wether Democrat or Republican is incompetent to handle issues that should be under the auspices of volunteer organizations. These have shown superior performance in the past because they care. Big government does not. Reduce government back to the confines established in the original constitution and allow all else to be handled by the states or volunteers. The world will be a happier and safer place.

Our Government is scum.

Our Government is scum. Today on the front page millions marched in South Koreaprotesting imporation of American meat. Where is our outrage? The people of New Orleans should be marching in the streets! Yet so much corruption is taking place and millions are suffering yet so few protest.

This sounds like a

This sounds like a deliberate denial of these items to the people that need it, in order to keep these poor people from living in that area. This administration wants to deny that these people even exist, and hope that they just "go away", so that corporate interests can claim their land. So why would they want to help them stay?

This still seems like a

This still seems like a potentially reversible situation, perhaps not completely, but... What if some one or group determined where these supplies went, and were to solicit them to donate the goods back to the place that needs them most (at least domestically), the Katrina victims. I would think that at least some of the states and agencies would pitch in.

This is just another example

This is just another example of the blatent disregard of the Hurricaine Katrina survivors' needs. These actions taken by those currently in charge at FEMA are unforgivable....how shameful and broken our government has become...

John Medica sounds as out to

John Medica sounds as out to lunch as all the administators dealing with Katrina. I have never see such a collective group of inept, incompetent, and uncaring poeple as those in charge of the care of Katrina Victims. A group of boy scouts could have done a better job. These inactions continues to shame out country. I am praying for Nov 4 when our country can again be righteous to all.

The Obama campaign needs to

The Obama campaign needs to jump on this and keep this story alive. Yet another example of Republican-led FEMA incompetence.
