House GOP Threatens Shutdown Over Drilling

    House Republicans signaled Monday that they are ready to cut off government spending over the issue of offshore drilling, though the party's Senate leader said he hopes to reach an energy deal and avoid a shutdown.

    House Minority Leader John A. Boehner, R-Ohio, called a Democratic energy proposal to allow limited offshore drilling inadequate. Boehner said House Republicans would vote against a spending resolution needed to keep the government running when the new fiscal year begins Oct. 1 unless restrictions on offshore drilling are dropped from it.

    "We're going to insist that any continuing resolution that passes does not continue the drilling ban," Boehner said.

    Boehner's threat is largely symbolic, as Democrats control enough votes in the House to pass a spending bill over Republican objections. But Republican cooperation will be needed to pass such a resolution in the Senate, where 60 votes are necessary to overcome a filibuster.

    "There is still time to act on this issue," said Senate Minority Leader Mitch McConnell, R-Ky. "And we should."

    While McConnell downplayed talk of a government shutdown, other Senate Republicans said they would vote against any funding resolution that includes the ban on offshore drilling expansions, which has been renewed in appropriations bills since 1992 and was most recently included in the fiscal 2008 omnibus spending bill (PL 110-161).

    "We have to take that moratorium away," said Sen. Kay Bailey Hutchison, R-Texas.

    The call for more offshore drilling has been a powerful election-year issue for Republicans, with appeal to taxpayers unhappy with higher energy prices. Chants of "Drill!" filled the Republican National Convention last week, and GOP lawmakers kept a daily vigil in the House chamber during the summer recess. Republican bloggers and talk show hosts have attacked party members trying to negotiate a bipartisan Senate compromise.

    "For the last five months, we have used this issue effectively to put Democrats on the defensive, and that's going to continue into November," said Kevin Smith, a spokesman for Boehner.

    But even as they try to defuse the politically charged issue with legislation allowing limited new offshore oil and gas exploration, Democrats warn that a government shutdown would boomerang against Republicans.

    "Let's be clear," said Senate Majority Leader Harry Reid, D-Nev. "Shutting down the government means that senior citizens stop receiving checks and veterans stop receiving health care."

    Reid spokesman Rodell Mollineau said Republicans are kidding themselves if they think a shutdown will help them politically.

    "If Republicans want to have a debate about denying senior citizens Social Security checks and health care, that's a debate we're willing to have," he said.

    House Leadership Package

    House Democratic leaders are expected to move a bill to the floor as early as Sept. 11 that would allow Virginia, Georgia and the Carolinas to opt into drilling off their coastlines. A bipartisan group of senators has offered a similar compromise as part of a package that would also roll back tax breaks for the oil industry.

    "It this bill is what we think it is, it's nothing but another ... poison pill sham," Smith said. "Any deal, any bill, that puts 80 percent [of the outer continental shelf] off limits permanently will not find our support."

    At a news conference Monday, House Republicans were nearly drowned out by protesters - including some dressed as polar bears and pelicans - chanting "Spill, baby, spill!" and "Shame on Big Oil."

    Democratic leaders have not said whether they will bring their bill to the floor under a rule that would give Republicans a vote on their own drilling amendment.

    Senate Negotiations

    The Senate is expected to spend most of this week debating a defense authorization bill (S 3001), providing leaders with a little breathing space to negotiate before moving energy legislation to the floor next week.

    Energy and Natural Resources Chairman Jeff Bingaman, D - N.M., and the panel's ranking Republican, Pete V. Domenici of New Mexico, are hosting a bipartisan energy summit Sept. 12.

    Reid said he plans to bring up a Bingaman-sponsored draft bill that would open new areas of the eastern Gulf of Mexico to drilling.

    While that proposal, along with provisions extending tax credits for alternative energy, would likely enjoy bipartisan support, the bill would offset costs by cutting subsidies to oil companies, which many Republicans would oppose.

    Reid also would call up the compromise draft legislation proposed by a bipartisan group of senators - the so-called Gang of 16 - which would allow the Southeastern states to opt into drilling off their shores, as part of a broader package including an estimated $84 billion in investments in conservation and efficiency offset by cutting tax breaks to oil and gas companies.

    Budget Chairman Kent Conrad, the North Dakota Democrat who helped assemble the gang, said an additional five Democrats have expressed support for the plan. But many Senate Republicans remain committed to a complete repeal of the moratorium.

    "We're all trying to see how we can get that moratorium lifted," said Alaska Republican Lisa Murkowski.

    McConnell Says Work Must Go On

    McConnell - caught between pressure to avoid a deal that does not end the moratorium and the political risks of being blamed for a government shutdown - has indicated a willingness to find a compromise.

    "We also need to do our most basic duty of funding the government by passing appropriations bills," he said.

    "The upcoming election is no excuse to put off our responsibilities for another day.... The work of government must go on, regardless of how strong the partisan currents flow. It always has. And it should this year."

ummm....why exactly is this

ummm....why exactly is this a zero sum game? What I mean is why does it have to be a permanent prevention of future drilling from one extreme to a green light to drilling on the other. How about we just not let drilling happen this year and move on? I don't really think its fair to put a permanent prevention of anything on a spending bill that affects a particular year. I know it happens all the time, I'm arguing in the interest of good government. If we want to make drilling never ever happen in a certain region that should be its own bill. If its a tough-sell, you attach something that the right wants. It's called compromise. I would think that a spending bill probably has enough attachments as it is, and one of the great criticisms of government is pork being added to some bill. This isn't pork, as there is specific group who will benefit monetarily from it; it's so that we can keep our shorelines clear and don't want to destroy them just to get a few teaspoons of oil. It's got nothing to do with the budget. But regardless, why does it have to be either/or decided right now in the context of a budget bill? Shutting down the government means that children go hungry and great-grandparents die. I get that it would be the republicans' fault, but they'd still be dead. Just like the soldiers and the people in Iraq & Afghanistan. Not worth scoring a few points against the fascists. How about we just have no drilling for a year or something and move on, eh?

all this is about is giving the global oil companies access to every single acre of puplic land, if they give up an equal amount of leased space for the new space they want then that would be a compromise. but they don't want to give up anything, they are not even drilling on the land they now have leases on. the gulf coast is dotted everywhere with rigs drilling already, everytime we have a hurricane they use it as a excuse to charge more for gasoline. another case of shock doctrine

Harry Reid made the proper

Harry Reid made the proper response. Bully tactics just won't be productive for the GOP in this case. I think this is just plain elephant bluster aimed at making a few political points with the the GOP faithful, with no real plan to follow through and pay the consequences. The Republicans are famous for pounding away on such buzz words as "drill," "Liberal," "terrorism," "taxes," etc., even when the application is frivolous, irrelevant or phony.

Leave it to the republicants to make a big deal about a non issue. If we could drill our way out, we would do it, but why drill in pristine areas for no reason? I am amazed and confused how McCain/Palin can keep the dialog on petty attacks and away from real issues. So far the only issues they are running on are: abortion, more drilling, and earmarks which Palin got plenty of. Yet they are keeping up in the fake non-scientific polls. I smell a rat.

The OCS is a drop in the

The OCS is a drop in the proverbial offshore bucket. Over 80% of all offshore oil fields are already open for production (in the western & central gulf of mexico), and yet most of the sites that are currently leased in those areas have yet to begin development or production! If the oil companies were actually going to ramp up production, they'd have done it by now in these areas. Opening the OCS is just another excuse for more subsidies and tax dollars to be funneled into big oil's pockets. You are all missing the biggest point against granting more offshore leases. The oil companies already have leases on 85% of all known offshore oil reserves. They are not nor have they been drilling on any, They have no plans to do so in the future. This is just another version of the old shell game. It is just a political ploy to keep the Whitehouse under their control. AS if Dems would not also sell out. If this was not so serious of an issue, I'd be falling on my floor LMAO. The USA gets over 50% of its

The USA gets over 50% of its oil from CANADA. It's shale oil & extracts a terrible price from us, not just in $, but because it degrades & pollutes the Earth. Drilling is not as simple as most Americans think it is. One pays for a lease. Then one can sell that lease to someone else at a profit, or one can drill. Mostly they would be obtaining leases to drill but selling their leases. This could go on forever with no drilling ever done. Drilling takes money. do you really think Exxon, Shell, etc. are going to spend money when they're already raking in the money hand over fist? Of course not. Wake up, people.

It is past time Pelosi and

It is past time Pelosi and Reid took a stand and quit allowing the Republicans to call the shots. It is beginning to appear to the discerning eye that the Democrats were Allowed just enough of a majority in the House so as to be able to blame them when nothing gets done. Too many people do not seem to understand that the House can agree on all bills, but it is in The Senate where everything gets stopped..and that is controlled by the Republicans because the Democrats only have a one point majority..and always faces the threat of a filibuster, or a threat of a Veto by this Oil Company leaning President. Seven and a half BILLION barrels of DOMESTIC consumption divided by twenty-something BILLION barrels of PROVEN DOMESTIC reserves equals how long before our wells stop being productive? They control the supply and the price. They have consistently closed American refineries to both dodge environmental laws, and to drive the supply down and the price up. What they don't have is refinery capacity, which is fine for them, since it keeps the price through the roof. When is this country going to WTFU about this unsustainable fossil-fuel economy? We could supply ALL of our power, and start changing over to nearly 100% clean vehicles, by using CURRENT solar technology, if only we had the WILL TO DO IT!!! OK, someone with more economic chops than I have will have to see whether this is doable. What if the dems floated a proposal that would allow offshore drilling if and only if ALL domestic drilling were subject to federal taxation at the same rate that Alaska gets? There would also have to be some kind of significant financial penalties built in for environmental catastrophies, but since the repubs insist existing safeguards are sufficient, that shouldn't be a problem for them. I have a hunch that both big oil and the rebubs who live on big oil's political contributions would not be real happy with such a deal. The risk, of course, is that they'd agree, making Palin look good.

It's not enough to simply *allow* drilling. They want to subsidize it and reward it. They pay lip service to free market economics when it suits them, but fundamentally, they're willing to ignore market realities and push for drilling as a dogmatic solution, regardless of the cost. Add one more stunt to their clown circus.

I understand that drilling

I understand that drilling will only offer an approx 2% increase in oil but it will surely give billions to the oil companies to build riggs. These people in government need to take a stand.
