Let's not waste $700 billion on a bailout, but use "big government" for what it's best at - shaping a society that is fair and peaceable.

This current financial crisis is a major way-station on the way to the collapse of the American empire. The first important sign was 9/11, with the most heavily-armed nation in the world shown to be vulnerable to a handful of hijackers.

And now, another sign: both major parties rushing to get an agreement to spend $700 billion of taxpayers' money to pour down the drain of huge financial institutions which are notable for two characteristics: incompetence and greed.

There is a much better solution to the current financial crisis. But it requires discarding what has been conventional "wisdom" for too long: that government intervention in the economy ("big government") must be avoided like the plague, because the "free market" will guide the economy towards growth and justice.

Let's face a historical truth: we have never had a "free market", we have always had government intervention in the economy, and indeed that intervention has been welcomed by the captains of finance and industry. They had no quarrel with "big government" when it served their needs.

It started way back, when the founding fathers met in Philadelphia in 1787 to draft the constitution. The first big bailout was the decision of the new government to redeem for full value the almost worthless bonds held by speculators. And this role of big government, supporting the interests of the business classes, continued all through the nation's history.

The rationale for taking $700 billion from the taxpayers to subsidise huge financial institutions is that somehow that wealth will trickle down to the people who need it. This has never worked.

The alternative is simple and powerful. Take that huge sum of money and give it directly to the people who need it. Let the government declare a moratorium on foreclosures and give aid to homeowners to help them pay off their mortgages. Create a federal jobs programme to guarantee work to people who want and need jobs and for whom "the free market" has not come through.

We have a historic and successful precedent. Roosevelt's New Deal put millions of people to work, rebuilding the nation's infrastructure, and, defying the cries of "socialism", established social security. That can be carried further, with "health security" - free health care - for all.

All that will take more than $700 billion. But the money is there. In the $600 billion for the military budget, once we decide we will no longer be a war-making nation. And in the swollen bank accounts of the super-rich, by taxing vigorously both their income and their wealth.

When the cry goes up, whether from Republicans or Democrats, that this must not be done because it is "big government", the citizenry should just laugh. And then agitate and organise on behalf of what the Declaration of Independence promised: that it is the responsibility of government to ensure the equal right of all to "life, liberty, and the pursuit of happiness".

Only such a bold approach can save the nation - not as an empire, but as a democracy.

** not if xian terrorists

** not if xian terrorists continue to thrive ** In our cultural backwater of Ameristan we’re so far from a post-supernaturalist worldview that my nausea sets in. Without a pause millions of fat-heads gorge on junk-food faith. Their prayer? Super size me, Jesus! Only by “good fortune” will the US reject a rabid dominionist Sister Sarah as a stand-in for Old Salty, doddering pre-Alzheimer time bomb. If the Bush regime's managerial irrationality had not finally broken down in economic collapse, the US might have capitulated to ultra-right xian religio-ideology. How easy it will be to create a Gulag Archipelago here. The methods and plans are already available in Cuba, at Gitmo. bipolar2

For all of you "The only

For all of you "The only thing worse is McCain and Palin" people, I dare say the only thing worse than Obama is truly believing any Democrat or Republican candidate will make any positive changes in our society. Shaking McCain at us like a monster out of a children's tale is a cheap tactic to drum up support for Obama and the Democratic party. Unless you break free of the two-party system, or even this failed application of representative democracy in general, you will never be able empower yourselves at a grass roots level and enact real social change from the bottom up.

johndoraemi is correct! I

johndoraemi is correct! I will take as gospel that the attacks were a false-flag operation until someone can explain a couple of things to me: 1) Why did WTC7 fall in exactly the same controlled-demolition manner as the other Twin Towers? There is not so much as a mention of it in the so-called 9/11 report. Moreover, the most notable contents of that building were the files of SEC criminal investigations. 2) In ALL airline crashes there are noticeably large pieces that survive; in virtually every case the engines and tail section are found intact. Yet Pentagon staffers were able to quickly pick up the debris BY HAND and cart it away. These are just two very simple questions that have not been -- and probably never will be -- addressed, much less answered. I'm surprised that Mr. Zinn has, obviously, excepted the "official" explanation of this attack, even though he has written about similar albeit less spectacular examples of similar operations throughout our nation's history. As to the "bailout," this is nothing more than a highly planned economic attack on our nation. More proof, these people are extremely good at one thing: LOOTING.

I agree with Mr Zinn about

I agree with Mr Zinn about the way the money would be well spent but I am cynical enough to also think Mr Zinn must incredibly unrealistic and naive to believe that such a thing is remotely likely to happen.

I got an idea. Force every

I got an idea. Force every CEO who has benefited from the windfall of the system to give at least 1 million of their golden parachute to a fund. Now, citizens are at fault too, because we became complacent and voted in too many unqualified politicians. Take at least 10 dollars from each of our pockets to add to the fund. We now have a fundraiser. A lottery will be held to distribute 25% of the fund among the winners....untaxed of course.

It is amazing how cleverly

It is amazing how cleverly the discussion on the issue of bail out has being kept as "BAIL OUT or NOT BAIL OUT" That is not the right debate, the right debate is: To whom is the money going to? And as we already found out it is not going to the people that has being swindled by lack of regulation, bankers and lenders trained in a greed motivated culture that eventually has no future because it is long term UNSUSTAINABLE. Thanks to Howard Zinn and Senator Byrd for their truly humane behavior and guidance. Francisco

I don't see how government

I don't see how government can bring about a society that is "fair and peaceable". The tools of government are force and the collection and expenditure of taxes, all of which are fraught with temptation -- one might say compulsion -- to corruption and abuse. Government is intrinsically class-based and therefore inegalitarian and unfair, and it rests on violence. We will never achieve a fair and peaceable society from the top down. The only way to achieve such a society is from the bottom up -- by creating alternative, non-coercive social institutions and making the government irrelevant. The bailout money, by the way, does not really exist, and theories about doing something with it are not going to go anywhere. It is vapor -- evaporated from your wages, savings accounts, and fixed-income entitlements. But that is not really relevant to the larger issue of the good society. It's just another bit of government chicanery, another swindle.

Obama has made his first

Obama has made his first mistake by supporting this bailout. I will still vote for him and Biden because it would be a horror to have McCain/Pallin in power in this country. What we will all see over the next few months is that this bailout will not save the economy of this country. We are built on sand and it is shifting.

The solution of no 'bailout'

The solution of no 'bailout' comes with the very same results we're seeing now: Stock market drops, jobs disappear, global economy shrinks. Incompetence and greed are not confined to only the richest, and greed is helpful if exploited right. By giving far more people a stake in the money market and adding regulation, we're ensuring the best tool for economic growth is now both more efficient and more productive for a greater amount. It's why healthcare does suck now - a little more taxpayer money allows more participants, saves more money, and saves more lives. Go Obama!

It is extremely heartening

It is extremely heartening to hear the word revolution used more and more. Since we are clearly a long way from an actual revolution (given that the American people are incapable of even thinking themselves out of a paperbag much less staging a revolution of any sort, monetary or otherwise), you would think that people could at least see fit to stop voting for the two party, ruling class consensus (i.e., Democrat wing of the ruling class and Republican wing of the ruling class) and vote for an "opposition" candidate, i.e., those third party candidates who can't get media coverage, who get shut out of the debates if they keep showing up, etc. Do you really think this crisis is a surprise? The crisis has been known, discussed, and analyzed by opponents of the system on an ongoing basis for a long time. The problem is most people are not really opponents of this dysfunctional system. They want it fixed so that they can get back to their profligate lifestyles which require our hyper-capitalist, militaristic imperialism. God save the world from the American people!

Obama really screwed-up when

Obama really screwed-up when he pushed for, and subsequently voted for that $850 billion pork-riddled, Wall Street Bailout - it's called "Treason," and he, and all the other yea-sayers will soon rue the day. This man lacks both the requisite foresight & intellect to engineer a scale-model train, much less a large, apathetic, depleted nation. The only thing worse would be McCain/Palin. Get ready for some serious home-grown Karma, people.

In response to the comment

In response to the comment posted at 4:59....we DO NOT have to get screwed for things to get better. Instead of the AVERAGE AMERICAN footing the bill, let that TOP 1%, the SUPER RICH foot the bill for this crisis which THEY HAVE CREATED. Lets tax their income and savings. While we are at it lets also tax those CONGRESSMEN (and women) and SENATORS that voted for deregulation which has lead to this sacking of the US Treasury. Then the government can concentrate on helping those that need help: the people that got screwed by predatory lending practices and the folks who are loosing their 401k's.

This could work: "In

This could work: "In response, and in protest to the willful disregard of the United States Senate and Congress to serve and execute the Will of the People, and with regards to the tax-payer funded bailout of Wall Street, I hereby proclaim October 31, 2008 as NATIONAL WITHDRAWAL DAY. As such, I am urging all Americans to withdrawal as much of their reserve cash as possible for an indefinite period of time."

Unfortunately, one of the

Unfortunately, one of the reason the U.S. is considered such a safe place to invest-- and why other nations like China agree to carry so much of our debt-- is because we bristle with so many weapons. If we decided not to be a "war-making nation" the world's opinion of our security would diminish, they'd stop seeing our debt as safe, and we'd be Third World in no time. We're trapped.

Thank you Professor Zinn for

Thank you Professor Zinn for this fine essay, and for A Peoples History of the United States, the most complete history of our nation, and the most enjoyable history book I have ever read. You know the innate goodness in people because you have researched so many instances when brave men and women gave their lives and wealth to advance the cause of social justice. Your hope gives me hope! We are at a turning point in this nation; the Hopi prophecies remind us to do what is right and everything will turn out better than we can imagine right now. If we do not do the right thing we will see more than the economy collapse. Will we rise up as a nation and make Professor Zinn proud? Will we save ourselves from treasonous scoundrels who are out to rob us (at the very least)? The founders gave us all the tools we need to straighten out this mess. Will we use them? I am encouraged by the nearly unanimous dissent on this bailout boondoggle, and the many thoughtful posts on TO.

Howard has it right. It's in

Howard has it right. It's in line with what Benjamin Creme has been saying about a World Teacher named Maitreya who is in the world and will call for Justice and the sharing of the Worlds resources. Maitreya has talk about a global stock market crash for over 25 yars. He calls them the 'legal gambling casinos' based on speculation, which he describes as a disease. The dark before the dawn, we are at the eleventh hour! Fear not, all will be well. Look for a man calling for peace for all, justice for all, freedom for all! Share and save the World!

Its a crime that no where in

Its a crime that no where in the media is the Mondragon Cooperative of the Basque in Northern Spain even talked about as a Peaceful Just Soluttion for all to earn an honest 21st century wage. That will bring about Peace; by energy being Nationalized. And throwing in the good which hemp can do will help lots too.-cloths, biofuel, paper and plastics too.

We have to get screwed for

We have to get screwed for the bailout to work. We MUST pay banks more than their junk assets are worth. If we pay them the market value of the asset, their capital ratio doesn't improve; it stays the same. In order for banks to be able to create more money to lend, they must improve their capital ratio. The real crisis is the availability of "commercial paper" - short term loans to businesses. Bush et. al. are telling us the only way to solve the commercial paper shortage is to pass their ridiculous proposal and bail out their friends and campaign patrons. There are other options. For exampe, "We the people" could pay for a $700B temporary commercial paper fund. Then we'd actually earn interest. We could do this though existing banks without over-paying for worthless assets. There are many, many people against this bailout, including the president of the Federal Reserve in Dallas, and former Treasury Secretary Paul O'Neil.

The sky is not

The sky is not falling! This"financial emergency" is being handled in typical "Bush Ruse" fashion. These are the same tactics that landed us in an ill-advised war. Lets hope that cooler heads prevail this time, and that we DO NOT rush into this Briar Patch. WHY IN THE NAME OF ALL THAT'S SACRED should WE get stuck with these so-called "toxic assets"? If "liquidity" is the problem, the Federal Government can just as easily LOAN cash to the firms that own these toxic turkeys, and the firms and executives that bought-in to the speculation can CONTINUE TO OWN the crap, and CONTINUE TO OWE Uncle Sam for the money they are lent. If "a great worry" is that Main Street won't be able to get mortgage money, Uncle CAN ISSUE MORTGAGES directly to credit-worthy citizens, just like the Federal Housing Administration (FHA) did during the New Deal. Why is everyone in government so concerned about extending DIRECT relief (on "GIVE-AWAY" terms), while these same politicians exhibit " no interest whatsoever" in DIRECT relief to theORDINARY CITIZEN (on REASONABLE REPAYMENT terms)? Could it possibly be that WALL STREET is where our politicians find the BIG DONORS?????

Watch how every single

Watch how every single politician votes on this bailout. The R's are right about one thing: we need to clean our houses. I urge you to vote like your life depends upon it!

Another rational voice in

Another rational voice in the wilderness. In this Brave New World, I am relieved to hear it.

As the level of economic

As the level of economic activity settles to a level which does not harm planetary health there will be less work and more fun. The quality of life will rise and jobs will be spread around according to a system we will invent using modern communications. Cordially, Garrett

Amen brother! Maybe a

Amen brother! Maybe a government agency should be created to oversee realistic appraisal procedures for foreclosure doomed properties nationwide. I have seen in, my own neighborhood, foreclosed properties resold to new buyers at less than half the cost of the previous sale! This makes no sense to me, why not allow the sub-prime loan burdened owners a chance to renegotiate their terms? I'm in total agreement with you Mr. Zinn, "trickled on" economics is a pipe dream and I can't understand anyone who drinks and/or tries to sell that cool-aide!

Ahh! Mr. Zinn - you are far

Ahh! Mr. Zinn - you are far too reasonable thinking that we will as a species go for something like life and living in a free, open, equalized, fair, and noble democracy. I have been saying to everyone I can find that we always have enough money for the Pentagon, for holding the ordinary among us to slavery to their psychotic empire ideologies which have made our entire western civilization look like real slackers. Slackers, Wastetul, and Neredowells, that is what we became. It is a simple realization actually. Either we choose to live in the disreality of our own making and plunge the entire world into a psychotic world war three or we reverse our own evolution and rather than the people paying for earmarks, pork, and mostly all the money which the Pentagon has mislaid ( 2-3 trillion?) and the trillions upon trillions which corporativists with a neo-conservative ideology mezmerized the entire western world and saw it all fall down in one day. The only way to fix this requires a salutogenetic change of heart which can only happen when people like you speak the truth and for this I am always grateful Mr. Zinn. I am encouraged by the roar of voices which seem to have awakened - and your words are right.

I believe that Howard may be

I believe that Howard may be on to something, although Congressional Republicans would go apoplectic. It would, however, help both people and Wall Street and that's why it makes a hell of a lot of sense. Christopher R. The Localizer Blog

I have loved Howard Zinn

I have loved Howard Zinn from the moment I heard him lecture at Boston University in the turbulent late sixties. He inspired me then and he does now. He formed my political philosophy and his words echo to this day constantly in my mind. What he says always makes perfect sense. I rarely disagree with his sentiments. I disagree only with his insistence that human nature is better than I sometimes think it is. Lecture on though, brilliant man. I only hope the substance of what you say is heard among the empires and would-be empires of the world.

"The first important sign

"The first important sign was 9/11, with the most heavily-armed nation in the world shown to be vulnerable to a handful of hijackers." Mr. Zinn, High level US officials deliberately let these attacks succeed. They were warned numerous times that the attacks were coming, yet the White House stuck to their absurd story about ignorance and a lack of imagination. Interference in the FBI is documented by the FBI Inspector General and by the CIA Inspector General. There is also that little matter of "foreign governments" assisting these purported 'non-state' hijackers in this country. This was mentioned by Senators Graham and Dorgan, and FBI surveillance shows this is true. However, the actions of these "foreign goverments" is "classified" and covered up to this day, which rises to the level of high treason. The white house is committing treason right now by protecting foreign governments who attacked the nation on 9/11/01. And that, Mr. Zinn, is merely the tip of the iceberg. The ugly facts of 9/11 http://crimesofthestate.blogspot.com/2007/02/no-george-monbiot-these-are-facts-of.html
