Kennedy Introduces New National Service Bill

    Washington - Sen. Edward Kennedy is introducing a major new national service bill aimed at recruiting 175,000 Americans of all ages to tackle national problems such as health care, education, energy and the environment.

    It is Kennedy's first major piece of legislation since being diagnosed with a malignant brain tumor in May. The 76-year-old senator has been working from his Hyannis Port, Mass., home on the "Serve America Act" with Republican Sen. Orrin Hatch of Utah, a longtime friend.

    Details of the legislation will be presented Friday at an event in New York City. Kennedy's niece, Caroline Kennedy, and Hatch are expected to attend. Aides said the Massachusetts senator did not plan to be at the event.

    "Time and again we've learned that large numbers of Americans are ready, willing, able, and even eager to be involved in service, and that all we have to do is ask them to do so," Kennedy, D-Mass., said in a statement. "The Serve America Act will ask. It will connect every generation through service, and enable them to help tackle a wide range of national challenges, from the dropout crisis that plagues our schools to the lack of health care in our neediest communities to the energy and environmental crises that threatens our planet."

    The Kennedy-Hatch bill would expand the number of national service participants to 250,000 and ask that they devote a year to some of the nation's most pressing challenges. The measure also seeks to expand opportunities for people to serve their communities at every stage of life, from students and working adults to retirees. Aging baby-boomers would be among those encouraged to perform community service.

    "America faces more challenges today than ever before," Hatch said in a statement. "And new challenges require a new level of commitment. By harnessing the talents and efforts of the American people, faith-based groups and nonprofit organizations, we can empower more people, improve more communities and tackle more of our nation's greatest challenges."

    The bill seeks to build on national service efforts begun under past presidents, including former President Kennedy.

    Kennedy, who is chairman of the Health, Education, Labor and Pensions Committee, in recent weeks has been laying the groundwork for a renewed push early next year on his signature issue, universal health care. He hopes to capitalize on any momentum that the next president carries into office, particularly if it is Democrat Barack Obama, an ally on health care.

    This summer Kennedy has also been working closely with his son, Rep. Patrick Kennedy, D-R.I., on a mental health parity bill requiring equal health insurance coverage for mental and physical illnesses.

    Kennedy was not on Capitol Hill this week as Congress returned from its summer break. He plans to work from his Massachusetts home this fall and return to the Senate in January.

    At the Democratic National Convention in Denver, Kennedy made a surprise appearance for a speech that drew a rousing response from delegates. He made the appearance despite suffering from a bout of kidney stones. Kennedy has been one of Democratic presidential nominee Barack Obama's strongest supporters.

    In July, Kennedy made a surprise visit to the Senate to cast an important Medicare vote.

When the government stops

When the government stops using half my tax dollars to wage illegal wars, that's the day I'll think about signing up for national service.

If we all could take a leson fromm them and do someting for others as they have what a world this would be. I am all for national

I am all for national service, especially overseas like the Peace Corps, but I also agree with James Lasco that the government needs to do it's job. Otherwise, the vollunteers will just be cleaning up messes the government created.

How in the heck are graduates supposed to provide community service with huge education loans at bloated interest rates? Government does best when it is in take mode. Its about time that the middle class get something back and don't get me started on the dismal state of our national health care.

James Lascko's comment is so stuffed with right-wing myth that it deserves a line-by-line response. "Now don't get me wrong... selflessly doing something for your country IS a noble idea! But with all the bloated US bureaucratic agencies with all the useless do-nothing-but-waste your-tax-money governmental employees on the payroll, why would Ted Kennedy be issuing a call for citizens to do voluntary service to solve our nation's problems?" I wouldn't get you wrong if there were any truth to your statements. There aren't any bloated US buerocratic agencies any more, because they've been outsourced to private contractors and the actual number of government civil servants has been drastically reduced. One reason Teddy might do this is because the right-wing conservatives have succeeded in making government jobs unappealing and where only incompetent losers go to hide from the rigors of the free market. "What's wrong with the useless a**holes now collecting Uncle Sam's paychecks, benefits, and retirement money doing their job?" You'll have to ask the political hacks who hired them on the basis of party loyalty and fundamentalist beliefs. "FIRE THEM and hire new people that will do more than just leech off the government while they blow your money like drunken sailors on shore leave!" That's exactly what I hope the next president will do, even though it would require replacing almost everyone. If you've been reading TO, you know that the Bushies have been desperately trying to make all those discretionary jobs into permanent civil service positions. So it will be harder to clean house than usual.

Just so long as such service isn't mandatory and doesn't force females into the military, to be raped and otherwise abused, as they have been in the regular military. I would urge any senator to make a major issue of this horror, since the military under Bush/Cheney not only doesn't protect but actually punishes females for being raped, just not as severely as do Muslims. Rape is soul murder and never, ever leaves the victim whole again.

I applaud Senators Kennedy

I applaud Senators Kennedy and Hatch's initiative. We need a massive investment in our human capitol and infrastructure. Perhaps the example of 175,000 community service people engaged in public service maybe a reminder to the politicians of what they're employed to provide, public service. 175,000 is larger than the number of troops sent to destroy Iraq

As an aging baby boomer I

As an aging baby boomer I would be delighted to have the opportunity to be of service. Selfless service may not appeal to Sarah Palin but for me it is the true way of expressing spiritual values.

Well, well. So the USA needs 175,000 community service people, and Sarah Palin belittles the community service that Barack Obama directed. Very interesting. I read what Obama did, and it entailed getting thousands of non-voters registered to vote, job training programs, tenants' rights training, a program to prepare high school grads for college--and more. For 15 years I have volunteered at my local library. I'm also substitute librarian. I would be deeply offended if people made light of what I do, and what I do is small in comparison with what Barack Obama did in Chicago. And now, it appears that Senator Kennedy thinks that community service is what this nation needs to have in a big dose. As a former educator, I'd love to work with teens who are at risk of dropping out of school. I consider education a treasure that no one can steal from you. I'm ready, Ted!
